    INEC Releases Timetable for Bye-Elections and Court-Ordered Re-Run Elections

    The Independent National Electoral Commission (INEC) has unveiled its comprehensive timetable and schedule of activities for upcoming bye-elections and court-ordered re-run elections across various constituencies in Nigeria.
    This was contained in a release signed by Mr. Sam Olumekun, National Commissioner & Chairman, Information Voter Education Committee in Abuja.

    The vacancies, arising from the resignation or demise of Members of the National and State Houses of Assembly, have been declared by the Presiding Officers, including the Senate President, Speaker of the House of Representatives, and Speakers of State Houses of Assembly.

    These electoral vacancies span two Senatorial Districts, four Federal Constituencies, and three State Constituencies, affecting nine States of the Federation.

    The commission according to the release is set to conduct re-run elections as directed by various Election Petition Appeal Tribunals, encompassing 35 Constituencies resulting from the 2023 General Election. While three cover entire constituencies, others involve select Polling Units.

    The simultaneous conduct of both categories of elections is scheduled to occur on Saturday, 3rd February 2024, in all affected constituencies.

    To ensure transparency and accessibility, the Commission has uploaded the Timetable for the elections and detailed delimitation data, including registration areas, polling unit names, the number of registered voters, and PVCs collected, on its official website and social media platforms.

    INEC emphasizes the importance of political parties and candidates adhering strictly to the specified timelines for the seamless conduct of these elections.

    Bongos Ikwue: Ofu K’Idoma, Abuja Celebrates the Legend

    Intended to be another party to celebrate the end of what was for many Nigerians a difficulty year, the members Ofu K’Idoma Development Association, Abuja and their families got the value of two for the price of one as the gathering assumed a different charge upon the arrival of music icon and living legend, Mr. Bongos Ikwue.

    Sensing the mood of the reveling crowd the Disc Jockey (DJ) played several memorable tunes of the music icon that is noted for his soul searching and nostalgic classics.

    In a magical transfiguration, the once noisy and busy crowd of families exchanging pleasantries and banter coalesced into a dance troupe of some sort miming, dancing and milling around Mr. Ikwue who was seated at the centre of the large crowd of dancers.
    Ofu K’Idoma Development Association is a socio-cultural group comprising the crème de la crème of Idoma sons and daughters domicile in the Federal Capital Territory, Abuja.

    Apart from gathering to create a bond of unity and taking care of members in need, the association focuses more on in indigent members of the Idoma community in the entire Benue South or Zone ‘C’.

    The 2023 end of year party was chaired by Mr. Sonny T. Echono, the Executive Secretary of Tertiary Education Trust Fund (TERTFUND).

    The fun atmosphere notwithstanding, the organisers of the party did not fail to take advantage of the large gathering of both the young and old to pass a message or two about life opportunities and challenges.

    In a brief remark, the Chairman appreciated Mr. Ikwue for accepting the invitation to grace the occasion. He also advised young Nigerians to always have a clear vision about their purpose in life. He urged the young adults at the event to emulate the good example of the music legend by daring to dream and living their dreams.

    He also enjoined members with the means, to grant others a helping hand at their times of need. He also made a token donation as seed money for a capacity building initiative in support of the youth.

    Now 81, Bongos Ikwue, in his custom soft, soothing velvet voice advised the audience to always be prayerful in all of life’s quest.

    Apart from the members, who are accomplished professionals in the private sector and public service, the armed forces, business and academia, the gathering witnessed a deluge of other notable Idoma people who came as invited guests.

    The Chairman of the Association, Mr. Emmanuel Abechi in an address of welcome informed the gathering that the Ofu K’Idoma end of year party holds every other year, in alternate sequence with the community development year.

    During the latter period, the association selects a number of projects for intervention at the home front. The Association had intervened in the areas of healthcare delivery, oil palm plantation, provisioning for Internally Displaced Persons (IDPs), social mobilization and political awareness; just to mention a few.

    Omoyele Sowore, the AAC presidential candidate in the 2023 elections, has revealed the tough and rough journey he faced during his university days marked by activism at the University of Lagos (UNILAG).

    This resulted in his expulsion twice due to his staunch advocacy for human rights.

    Speaking at THE PUNCH’s 50th anniversary and the launch of “Our Punch Years” book, Sowore recounted his challenging academic experience and the subsequent denial of his National Youth Service Corps (NYSC) certificate despite completing the mandatory service year.

    Recalling his tenure at UNILAG, Sowore emphasized the pivotal role played by media outlets like Punch Newspaper and Vanguard in supporting their cause during his expulsion struggles. 

    He spent six years instead of the usual four at the university due to these confrontations.

    Regarding his NYSC service in Adamawa State, he detailed how he was arrested and detained by the military under the regime of Sani Abacha on allegations of plotting to overthrow the government. 

    This occurred after reporting the death of King Saro Wiwa during his work as a journalist at ATV Yola.

    Despite completing his service, Sowore was never issued his NYSC certificate. 

    He credited a Punch reporter, Stanley Yakubu, for bringing attention to his unjust detention, acknowledging that without this intervention, he might have been forgotten and left to perish in the military facility.

    Reflecting on the ordeal, Sowore asserted that despite not possessing the NYSC certificate, he believes his extensive service and contributions to the country far exceed that of an average corps member.

    “Till today, I was never given my NYSC certificate. I don’t have my NYSC certificate as I speak, but I don’t need it anymore because I have served the country more than any corps member.”

    Senate confirms 11 Supreme Court Justices

    The Nigerian Senate, Thursday, confirmed the appointment of 11 Supreme Court justices sent by President Bola Tinubu to fill the vacancies in the apex court.

    The confirmation was made possible after the consideration and adoption of a report by the Senate Committee chairman on Judiciary, Human Rights and Legal Matters, during plenary.

    Recall that President Tinubu had asked the Senate to confirm the nominees, who were recommended by the National Judicial Council to fill the vacant positions following death and retirement of some justices.

    The nominees confirmed are Justice Haruna Tsammani (North East) who chaired the Presidential Election Petition Court, Justice Moore Adumein (South South), Justice Jummai Sankey (North Central), Justice Chidiebere Uwa (South East) and Justice Chioma Nwosu-Iheme (South East)

    Others are Justice Obande Ogbuinya (South-East), Justice Stephen Adah (North Central), Justice Habeeb Abiru (South West), Justice Jamilu Tukur (North West), Justice Abubakar Umar (North West) and Justice Mohammed Idris (North Central).

    The chairman of the committee, Senator Tahir Monguno while presenting his panel report, said the nominees possessed the necessary qualifications and experience to occupy the position and that there was no petition against them. He subsequently recommended their confirmation.

    However, with the confirmation of the 11 justices, the Supreme Court now has the complete statutory requirement of 21 justices on its bench.

    Federal Government Restores 8,000 Delisted Civil Servants to IPPIS

    A whopping 8,000 civil servants previously delisted from the Integrated Payroll and Personnel Information System (IPPIS) have been restored to the payment portal.

    While announcing the decision, the federal government explained that their previous exclusion was due to alleged infractions.

    The disclosure of their reinstatement came from Mr. Joshua Apebo, the General Secretary of the Association of Senior Civil Servants of Nigeria (ASCSN), during a function in Lagos on Wednesday.

    Recall that earlier in September, the federal government had removed over 17,000 workers from the IPPIS platform, citing non-compliance with a verification process spanning five years.

    However, following the intervention of ASCSN, the government, facilitated by the Office of the Head of the Civil Service of the Federation, initiated the verification of the 17,000 civil servants in October.

    Mr. Apebo highlighted this new development, stating, “As of yesterday (Dec. 19, 2023), over 8,000 delisted civil servants have had their names reinstated on the IPPIS, and the government has pledged to pay their December salary along with three months’ arrears.”

    Moreover, he mentioned that the Nigeria Labour Congress and Trade Union Congress of Nigeria had submitted a list of committee members to the government for negotiating the minimum wage. The committee, according to Apebo, is set to be inaugurated in January 2024 to commence the negotiation process.

    “The last minimum wage was inaugurated in April 2019, and the regulation stipulates every five years for a review. By April 2024, it will be five years. Therefore, I hope that the negotiation will be concluded before then,” he affirmed.

    Kano Guber: S/Court reserve ruling on Yusuf’s appeal

    The Supreme Court of Nigeria, Thursday, reserved judgment in an appeal instituted by the Kano State Governor, Abba Yusuf and it’s party, the New Nigeria People’s Party (NNPP).

    The Governor is before the court, praying it to set aside the decisions of the state governorship Tribunal and Appeal Court which nullified his victory in the March 18 governorship election.

    The five-member panel of justices headed by Justice John Okoro heard the matter in suit number SC/CV/1179 and cross appeals questioning the membership of Abba Yusuf abiding with the outcome.

    In his argument, the Governor, through his counsel, Wole Olanipekun SAN, faulted the nullification of his victory on grounds of the INEC presiding officer failing to sign or stamp the ballot papers.

    Olanipekun noted that it has nothing to do with the Electoral Act, insisting it is on INEC’s guidelines and as such not sufficient grounds to deem the votes unlawful warranting nullification.

    Olanipekun told the Apex Court panel that based on the evidence given by an expert witness during the Tribunal stage of the matter, only about 1,800 ballots were not signed or stamped. And that those are insignificant figures and as such insufficient to void the election.

    On the membership of Yusuf, Olanipekun stressed that it is the internal affair of the party concerned, with the courts therefore lacking jurisdiction to decide on the choice of a political party’s candidate. He therefore prayed the court to upturn the decision of the Appeal Court which affirmed the decision of the Tribunal sacking the governor.

    However, the Independent National Electoral Commission(INEC), through its counsel, Abubakar Mahmoud, insisted that the key witness whose testimony was the ground for deducting the 165,616 votes of Yusuf deemed unlawful was a subpoened to give evidence.

    According to INEC, the witness testimony was inadmissible having not been front loaded along with the main petition at the Tribunal and as such his testimony and exhibits tendered are therefore incompetent.

    He maintained that the 165,616 ballot papers were authentic and originated from INEC and not elsewhere, adding that it’s not the duty of a voter, on the day of election, to check if a ballot paper is signed or stamped and without date of election, adding that’s the task of a party agent.

    Mahmoud further informed the Apex Court panel that the recounting of votes was done privately at the Tribunal chambers after the deduction of the contested 165,616 votes. He adds that even when they were brought to the Court of Appeal they weren’t demonstrated.

    INEC’s Counsel further told the Apex Court panel that only a portion of the unlawful ballots were examined at the Tribunal.

    Mahmoud thereby clarified that he is not taking sides except with respect to the correct interpretation of the law.

    On Yusuf’s membership of the NNPP, he stated that is an internal affair of the political party concerned and not for an external body, citing previous decisions of the apex court.

    He therefore added that it is not a constitutional matter as being claimed by the APC which relies on Section 177(c) of the Constitution, as amended, and Section 77 of the Electoral Act.

    He informed the Apex Court that the NNPP submitted the name of Abba Yusuf as its candidate for the governorship election, and that if the APC had anything against Yusuf’s candidacy it should have done so after INEC published the names of candidates.

    On his part, counsel for the All Progressive Congress (APC), Akin Olujimi, drew the attention of the court to the Section 177(c) of the Constitution, urging it to ride on it to determine the matter as it’s a constitutional issue

    President Bola Tinubu has formally submitted the names of eleven justices to the Senate, seeking confirmation for their appointments to the Supreme Court of Nigeria. 

    This action, detailed in a letter addressed to Senate President Godswill Akpabio and disclosed during Wednesday’s plenary session, aligns with the constitutional provisions outlined in section 231(2) of Nigeria’s 1999 Constitution.

    In the communication, President Tinubu identified the jurists slated for consideration and subsequent elevation to the apex court. 

    The nominated justices encompass a diverse array of legal expertise and experience, including Justices Jummai Sankey, Stephen Adah, Mohammed Idris, Haruna Tsammani, Jamilu Tukur, Abubakar Umar, Chidiebere Uwa, Chioma Nwosu-Iheme, Obande Ogbuinya, Moore Adumein, and Habeeb Abiru.

    Nigeria’s Public Debt Rises To N87.91 Trillion

    Recently released data by Nigeria’s Debt Management Office (DMO) reveals a slight rise in the country’s total public debt, reaching N87.91 trillion in the third quarter of 2023. 

    This represents a small 0.61% increase compared to the previous quarter’s N87.38 trillion.

    Breaking it down, the external debt amounted to N31.98 trillion, while the domestic debt was N55.93 trillion for the same period.

    The overall increase in debt was influenced by a drop in external debt, declining from $43.16 billion to $41.59 billion between June 30, 2023, and September 30, 2023.

    Conversely, domestic debt saw a moderate rise of N1.8 trillion during this period.

    The reduction in external debt was due to paying off a $500 million Eurobond and an initial payment of $413.859 million as part of the principal repayment on a $3.4 billion loan obtained from the International Monetary Fund during the COVID-19 pandemic in 2020.

    The DMO stressed that consistently servicing these debts showcased the Federal Government’s dedication to meeting its financial responsibilities.

    The President of the Senate, Godswill Akpabio, has sworn in Simon Bako Lalong, the former Minister of Labour and Employment, as the new Senator for Plateau South after he won a legal battle that led to the removal of Senator Napoleon Binkap Bali.

    Lalong, a member of the APC, took his oath of office on Wednesday morning, officially replacing Senator Bali from the PDP, who was ousted by the Appeal Court. 

    Before his swearing-in, Lalong visited the National Assembly on Tuesday to present his Certificate of Return and necessary documents to the Senate Clerk.

    During his visit, Lalong met with Deputy Senate President Sen. Barau Jibrin, former Senate President Ahmad Lawan, Senator Diket Plang representing Plateau Central District, and other Senators. 

    After taking the oath, Lalong assured his constituents of his dedication and promised not to disappoint them, citing his track record as a former member of the Plateau State House of Assembly and Speaker of the House.

    He resigned from his ministerial position by submitting a letter to President Bola Ahmed Tinubu on Tuesday to assume his role as the Senator representing Plateau South. 

    In the letter, Lalong highlighted the Court of Appeal’s decision affirming him as the rightful Senator and directed the INEC to issue him the Certificate of Return.

    Explaining his decision to resign, Lalong emphasized that after thorough consultations with President Tinubu, key stakeholders, and his constituents, it became necessary for him to join the Senate to contribute to the government’s Renewed Hope agenda and the overall growth of democracy in the country.

    FG Announces 50% Reduction In Transport Fare

    President Bola Tinubu has given the go-ahead for a 50% reduction in interstate travel fares for Nigerians during the festive season, starting from December 21, 2023, until January 4, 2024.

    Additionally, he has approved free rides on all train services within this period.

    The announcement was made by Mr. Dele Alake, the Minister of Solid Minerals Development, during a briefing with State House Correspondents at Aso Rock Villa. 

    He stated that travelers can benefit from this special presidential intervention by enjoying a half-price discount on public transport like mini and luxury buses.

    Moreover, all train services operating during the holiday season will be available at no cost.

    Alake emphasized that the government, in collaboration with transporters, road transport unions, and the Nigerian Railway Corporation, is committed to ensuring the seamless implementation of this initiative. 

    He confirmed that consultations with relevant stakeholders have taken place, and the Minister of Transportation is fully informed and ready for effective execution.

    However, the initiative does not cover air travel, as it’s aimed at benefiting the masses rather than luxury air passengers.

    Alake clarified that since air travel is considered a luxury, the focus remains on providing support to the majority who rely on ground transportation.
