    FG Reaffirms Commitment To Tackling Tobacco Use By Children

    The Federal Government has reaffirmed its commitment to tackle tobacco use by children in Nigeria.

    Dr Jamila Ibrahim, Minister of Youth and Social Development, made the commitment in Abuja on Friday when Ms Bintou Camara, Regional Director, Tobacco Control Programme (AFRO) Campaign for Tobacco – Free Kids paid her a courtesy visit.

    Ibrahim said that tobacco smoking among children was a big challenge facing the country.

    The minister said Nigeria needs to partner and collaborate with relevant stakeholders to educate Nigerian to understand the health implication of tobacco smoking among young people.

    “We will focus on adolescent heath. It is the area we need to be proactive in putting mechanisms in place to achieve a preventive approach tobacco smoking among the kids.

    “We must work with the act that bans tobacco smoking in public places especially to prevent second hand smoke,” she said.

    Also speaking, Camara said that the organisation was in the country to campaign and educate Nigerians on the danger of tobacco smoking.

    “We are the leading advocacy organisations in the world that advocate against tobacco smoking.

    “We are focusing on tobacco control.
    “Tobacco smoking is the leading cause of preventable deaths that is why is it important that we tackle tobacco prevention,” she said.

    According to her, tobacco companies target the young people in other to safe guard their profits.

    Camara said that it was important to tackle tobacco control because the world was facing an incredible enemy that may affect public health issues.

    She said that the organisation had been working for more than 25 years to educate the youths on the danger of tobacco smoking.

    “The organisation has fought to protect children and save lives from cause of preventable death.

    “Our vision is a future free of the death and disease caused by tobacco. Because tobacco has killed enough,” Camara said.

    According to her, it is the tobacco industry that is searching confidently to target young people in other to safe guard the profit over public health.

    She said that Nigeria was the most important market in Africa and probably the world with beautiful, powerful and strong number of young people in the continent.

    “Most important thing for us is to raise awareness, educate youths on the consequences of tobacco use.

    “Tobacco smoking has killed eight million people a year and out of the number 1.2m die from second hand smoke which means you don’t have to be a smoker, you can die from it, suffer from it whether you want it or not,” she said.

    Camara said that the country had passed the tobacco smoking law, saying that implementation and enforcing was most important, especially for the young people.

    She described tobacco as the entering way to other drugs that generates negative consequence which include mental health, lost of productive life, lost of good health, and education among others.

    Prof Tunji Olaopa Is New Chair Of 12-Member Federal Civil Service Commission

    President Bola Tinubu has approved the appointment of a new leadership for the Federal Civil Service (FCSC).

    The team is subject to the confirmation of the Senate.

    Ajuri Ngelale, Special Adviser to the President on Media and Publicity, in a statement in Abuja, said that Prof. Tunji Olaopa would chair the leadership.

    He named the members to include Mr Daudu Jalo, representing Adamawa, Gombe and Taraba States and Ms Gekpe Grace Isu, member representing Akwa Ibom and Cross River States.

    Others are Dr Chamberlain Nwele representing Anambra, Ebonyi and Enugu Sates, while Mr Rufus Godwins will represent Rivers, Delta and Bayelsa States.

    Dr Adamu Husseini will represent Niger and FCT, Mr Aminu Nabegu, Jigawa and Kano States, while Ms Hindatu Abdullahi will represent Kaduna and Katsina States.

    Others include Mr Shehu Aliyu, member representing Kebbi, Sokoto and Zamfara States, while Ms Odekunle Aduke will represent Kogi and Kwara States.

    Mr Jide Jimoh is appointed to represent Lagos and Ogun States while Dr. Festus Oyebade will represent Osun and Oyo.

    “Upon confirmation, the new FCSC leadership is expected to commence work with effect from Nov. 30, 2023 as the tenure of the current leadership Chairman and membership expires Nov. 29.

    “The President anticipates that the new FCSC leadership will competently facilitate the transformation, reorientation and digitisation of the federal bureaucracy.

    “This will enable, and not stifle, growth and enhanced private sector participation in the development of the Nigerian economy, in full adherence to the Renewed Hope Agenda,” the statement added.

    CJN Decries Depletion Of Supreme Court Justices

    The Chief Justice of Nigeria CJN, Justice Olukayode Ariwoola on Friday, argued that the Supreme Court is now having the lowest number of Justices in its history.

    According to him, the Apex Court is having only 10 Justices on its bench to tackle the heavy workload of pending cases.

    Meanwhile, the retired Justice of the Supreme Court, Muhammad Musa Datijo, said without mincing words, that the number of Supreme Court Justices, which has hit an all-time-low of 10, has remained so due to deliberate action.

    Justice Ariwoola spoke on the occasion of retirement of Justice Musa Dattijo Mohammed who today attained the mandatory retirement age of 70 years.

    The CJN however assured that efforts are on top gear to elevate a sizeable Justices to the bench of the Court.

    “With Justices Musa Dattijo leaving us today after the retirement of Hon. Justice Adamu Amina Augie a few weeks ago, we are now left with just 10 Justices on the Supreme Court Bench; being the lowest we have ever had in contemporary history of the Court. 

    “However, I can confidently assure all the litigant public that efforts are in top gear to get on board a sizeable number of Justices to boost our rank and complement the tremendous effort we have been investing in the business of the Court. 

    The CJN paid glowing tributes to the retired Justice saying “I am so emotionally overwhelmed, and at the same time, profusely exhilarated to personally witness this uncommon valedictory session. 

    “This is not because I have never witnessed or presided over valedictory sessions before; but for the fact that we are honouring a quintessential Judicial icon with dazzling qualities and alluring stature who could, in one breath, be classified as a model of excellence that transcends the legal profession. 

    “My Lord Hon. Justice Musa Dattijo Muhammad in whose honour we assemble here today, is an epitome of jurisprudential finesse; an insuperable lion with an irrepressible voice in the temple of justice. 

    “We are here to identify with an accomplished jurisprudential iconoclast that has offered the best of his intellect to the advancement of the legal profession through his several years of unblemished and incontrovertible adjudications at different levels of Courts in Nigeria. 

    “His Lordship has, by all standards, made an incisive inroad into the revered history books of the Nigerian judiciary as that gallant and eminent Justice at the Supreme Court bench who inviolably held sway in the discharge of his judicial functions. 

    “As second-in-command in the hierarchy of the Supreme Court, my Lord, Justice Dattijo, skilfully aided and supported me virtually in every sphere of administration. He is a specimen of hard work, industry, discipline and high moral rectitude. 

    “He willingly offered every support and encouragement that any leader would always wish to enjoy from a deputy to effectively meander the often stormy coast of court administration.

    “So, by this event heralding his 70th birthday anniversary, the time has come to cease from functioning as a Judicial Officer. Immediately after this Court session, a new page will ultimately open in the life of my Lord, which His Lordship and an entirely different set of people, that destiny had already assembled along the path of the second phase of his life, will begin to write on.

    “He is, indeed, a jewel of inestimable worth and an icon worthy of celebration and adulation. 

    “His Lordship is one judicial officer that could be blunt, even to a fault; and is never known to be afraid to say things the way they are; and also never shies away from calling a spade by its name, irrespective of whose ox is gored. 

    “Through his mien and conduct, His Lordship has succeeded in erecting an edifice of hope and optimism in the minds of his teeming admirers; and even generations yet unborn who will be privileged to access and behold his great works in the judicial landscape that have already been well-documented and displayed conspicuously in the shelves of various libraries across the world. 

    “My Lord, before I end my speech, I will urge you to passionately cherish and relish every moment of your life because, ordinarily, this ceremony we are all witnessing today will never take place again in your life time. From the depth of our hearts, we say happy 70th birthday to you and sincerely wish you good luck and God’s grace in all you do”, the CJN said.

    However, Justice Datijo in his speech at a valedictory court session to mark his retirement from the apex court bench, having attained the statutory retirement age of 70 years, on October 27, 2023, said,

    “It is evident that the decision not to fill the vacancies in the court is deliberate.

    “It is all about the absolute powers vested in the office of the Chief Justice of Nigeria and the
    responsible exercise of same” Justice Datijo said.

    The retired Jurist was reacting to the reduction in the number of Justices on the bench of the Supreme Court, which is now 10, following his retirement.

    “That this avoidable depletion has affected and will further affect the court and litigants is stating the obvious” Justice Datijo said.

    Dattijo Bemoans Absence Of South-East, North-Central On Supreme Court Bench

    A former Justice of the Supreme Court, Muhammad Dattijo has said that the non-representation of the South-East and North-Central on the Supreme Court Bench poses great danger for the country’s democracy.

    The retirement of Justice Datti on Friday, after spending 43 years in the judiciary, brings the number of Justices to 10, with two regions of the country not represented.

    The South-South and North-East have two serving Justices, while the North-West and South-West are fully represented with three Jurists each.

    “To ensure justice and transparency in presidential appeals from the lower court, all geo-political zones are required to participate in the hearing. 

    “It is therefore dangerous for democracy and equity for two entire regions to be left out in the decisions that will affect the generality of Nigerians” Justice Datijo warned.

    The retired jurist noted that since November 6, 2020, when the Supreme Court, in its history, got a full complement of 21, following the swearing in of 8 Justices. 

    “This is not what our laws envisage. Although it can be posited that no one expected the sudden passing of Justice Centus Nweze, on July 29, 2023, yet, it has been two years and seven months since Sylvanus Ngwuta, another Justice from the South East died and no appointment was made,” Justice Datijo revealed. 

    Datijo stated that the retirement of Justice Ejembi Eko, who also represented the North Central zone on May 23, 2022 has also caused a great lacuna in the system.

    “Ditto for the replacement of Justice Eko JSC of North central who exited nearly two years ago. 

    “Hon. Justice Sidi Bage JSC, now his Royal Highness, the Emir of Lafia, from the North Central, had earlier voluntarily retired. He equally is yet to be replaced” Datijo stated.

    Meanwhile, Justice Datijo has stated that the depleted number of Supreme Court Justices has remained so due to deliberate action.

    “It is evident that the decision not to fill the vacancies in the court is deliberate. It is all about the absolute powers vested in the office of the Chief Justice of Nigeria and the responsible exercise of same” Justice Datijo said. 

    “That this avoidable depletion has affected and will further affect the court and litigants is stating the obvious,” he added.

    According to the Justice, “appropriate steps could have been taken since to fill outstanding vacancies in the apex court”. 

    “Why have these steps not been timeously taken?, he asked.  

    “We are in an election season where the Election Tribunals and appellate courts are inundated with all manner of petitions and appeals. 

    “The Supreme Court is the final court in the Presidential, Governorship and National Assembly election appeals.

    “Yet, there are only 10 justices left to determine these matters.

    This private sector-led non-profit organization, headquartered in Accra, Ghana, is dedicated to promoting trade and investment across the African continent.

    Defence Ministry Develops Strategic Plan, Inaugurates Team To Drive FCSSIP 25

    The Ministry of Defence has inaugurated Strategic Planning Team to drive the full realization of the digitalization of the Service and institutionalization of the Federal Civil Service Strategic Implementation Plan 2021-2025 (FCSSIP 25).

    Inaugurating the nine members committee drawn from the core departments of the Ministry on Thursday, at a retreat organized by the Ministry on the development of the Ministry of Defence Strategic Plan in Abuja, the Permanent Secretary, Dr. Ibrahim Abubakar Kana mni, said that the Head of Service (HoS) Dr. Folasade Yemi-Esan, has directed the Ministry to develop its Strategic Plan that will help in achieving the Ministry’s peculiar mandate.

    Accordingly, the Strategic Plan, the Ministerial objective would further be cascaded from departments to individual staff members to draw job description, strategic objectives, key performance indicators, key result areas as well as performances contract and appraisal and review for optimal performance.

    Dr. Kana who was represented by the Director Overseeing the Office of the Permanent Secretary, Ms. Suzan Ochida, urged participants to contribute their best in developing the Strategic Plan for the Ministry.

    According to a statement issued by the Director of Press and Public Relations of the Ministry Mr Henshaw Ogubike mnipr, she said: “This retreat is therefore intended as a variable platform to harness contributions, trends, experiences, development that will culminate in the production of a policy document in line with world best practices that will stand the best of time in alliance with the vision, mission and mandate of Ministry of Defence.

    In his opening remarks, the Director of Planning Research and Statistics, Olusa Dada, called on the participants to come out with sound discussions, contributions, innovative ideas that would galvanize the actualization of the Ministry Mandate in line with FCSSIP 25.

    According to the Director, the Strategic Plan is a strategic innovation of the OHCSF aimed at breaking away from the old practices to a new paradigm of productive world- class Civil Service for accelerated national development.

    The highlight of the retreat was goodwill messages given by various stakeholders and paper presentations geared towards a robust Strategic Plan for the Ministry.

    In his goodwill message, the Chief of Defence Intelligence Agency called on holistic appraisal of the entire system pointing out that a sound strategic plan would be a good driver in achieving the mandate of the Ministry of Defence in the provision of security.

    Represented by Real Admiral Julius Nwagu, he commended the Ministry saying that the retreat was timely as planning is germane to national development.

    Also, the representative of OHCSF, Professor Ajayi Adeyemi, commended the Ministry for the inauguration and retreat.

    The retreat, he said was timely as there is a paradigm shift to doing government business by productive world-class Civil Service.

    He said: “The Defence sector strategic plan will effectively drive all the six Pillars of FCSSIP 25.

    The retreat was well attended by Management and other Staff of the Ministry.

    Navy Arrests 8 Over Illegal Bunkering Activities

    The Nigerian Navy Ship (NNS) BEECROFT patrol team has arrested eight persons in a wooden boat involved in illegal bunkering activities within the Lagos anchorage.

    The Commander NNS BEECROFT, Commodore Kolawole Oguntuga, said this during the handing over of the suspects to officials of the Nigeria Security and Civil Defence Corps (NSCDC) at NNS BEECROFT, Apapa, Lagos State.

    Oguntuga, who was represented by his Deputy, Capt. Christian Akokota, said that the feat was made possible on October 25, using the Maritime Domain Awareness Facility, the Falcone Eye Alignment.

    The commander said that the wooden boat, laden with eight-member crew, over 300 drums, pumping machines and other equipment was prevented from getting to its destination to perpetrate illegal bunkering.

    He gave the names of the suspects as: Selafei Tito, Seba Hunton, Etieni Abibu, Ahousansou Lawlent, Oke Job, Abel Yede, Matiye Husa and Husa Hungha.

    “This illegal activity would have robbed the nation of huge quantity of products for consumption by Nigerians.

    “The timely interception by the patrol team is also commendable, as it prevents disaster associated with illegal handling of these inflammable petroleum products by unscrupulous people,” the commander said.

    Oguntuga said that the proactive response further reveals Nigerian Navy’s unwavering commitment under the leadership of the Chief of the Naval Staff (CNS), Vice Adm. Emmanurl Ogalla.

    He said that the Navy would remain committed to safeguarding vital resources as well as the effective safety of live and property, particularly within the maritime domain.

    “We remain resolute at effective ocean governance by ensuring the full weight of the law is meted on perpetrators of maritime crimes, which is necessary to sustain economic prosperity of the nation.

    “The arrested persons will be properly interrogated to expose their motives and the identities of likely sponsors in the course of the investigation prior to prosecution,” Oguntuga said.

    Water Supply: PEWASH Constructs 3,321 Facilities In 19 States – Prof Utsev

    The Partnership for Expanded Water Supply, Sanitation, Hygiene, (PEWASH) initiative has constructed 3,321 facilities, serving an estimated population of about 5,262,189 people across 19 states of the federation.

    This was revealed on Thursday by the Minister of Water Resources and Sanitation, Prof. Joseph Terlumun Utsev, saying the programme conceptualized and launched by the Federal Government on 7th November, 2016, as a national collaborative and partnership intervention between key stakeholders, to increase access to water supply and sanitation in Nigeria towards achieving the SDG 6.1 and 6.2, by 2030 in the rural areas is achieving it purposes.

    He said the programme focuses on “Out-put” (Projects) instead of “Input” (Funds) in the rural water supply and sanitation financing, providing an opportunity to transform the WASH sector to deliver results at required scale by adopting “Counterpart Matching Projects”. 

    “The goal of PEWASH is to contribute to improvements in public health and eradication of poverty in Nigeria, through equitable and sustainable WASH interventions.”

    According to him, since inception of the programme, 35 State Governments and FCT have signed the PEWASH Protocol (PP), with Rivers State outstanding.

    “Under the FGN PEWASH Component, it has constructed, rehabilitated and upgraded 2,046 water supply facilities in 19 States of: Kano, Ogun, Bauchi, Osun, Ondo, Jigawa, Plateau, Ekiti, Gombe, Kaduna, Cross River, Kwara, Delta, Katsina, Oyo Sokoto and Nasarawa States, and serving an estimated population of about 3,729,000 people

    “Under the State PEWASH Component, they have constructed, rehabilitated and upgraded a total number of 1,275 facilities and 761 sanitation facilities, serving an estimated population of about 1,533,189 people, with a total of 19 participating States across the 6 geo-political zones.

    “The PEWASH programme introduced an innovative technology of sustainable drinking water solutions in Kano and Ogun States, with construction of five (5) Nos. Water health Centres in Ogun State in 5 LGAs which were completed and commissioned;

    “While additional 5 Nos. AQtap Water Kiosks Dispenser with integrated revenue collection in 5 LGAs of Kano State, are still ongoing in Nasarawa, Fagge, Dala, Ungogo, and Kumbotso LGAs;

    He said the programme still faces the challenges of poor funding commitment by some state governments.

    Finance Minister Seeks Staff Support To Drive Reforms

    The Minister of Finance and Coordinating Minister of the Economy, Wale Edun has sought the cooperation and support of the staff to enable him deliver on the mandate of President Bola Ahmed Tinubu.

    According to a statement signed by Director (Press & PR), Stephen Kilebi on Thursday in Abuja, the minister made the appeal during a town hall meeting with the management and staff of the Ministry in Abuja.

    The meeting which was held at the instance of the Minister was aimed at exchanging views with the management and staff on how best to deliver on the mandate of the Ministry in the Renewed Hope Agenda of the current administration.

    Edun said the essence of the meeting was, “Let me meet my people, feel their pulse and know what to do with them in order to deliver on the mandate given me by Mr. President.”

    He added, “A tree does not make a forest. Working together, honouring one another and being fair to one another can perform wonders.”

    He added, “I encourage staff to perform excellently in order to deliver in their callings not only for the Ministry but for the whole country.”

    The Minister assured of continued staff welfare for better and efficient service delivery.

    The Minister while appreciating the resilience and professionalism of Nigerian workers urged the staff to join hands with him to deliver on the mandate reposed on him by the President on his Renewed Hope Agenda.

    He said the President’s Renewed Hope Agenda is a veritable tool for service delivery assuring that “Things are going to change and be better, not only for Nigerians, but will make the Ministry attain global competitiveness,”

     Edun added that President Tinubu is a leader, a coach and a strategist and will change the narrative. He said the President is “A man of empathy, who acknowledges the sufferings of Nigerians even when Nigeria is rich in all sectors will definitely change things around for good.”

    Edun who acknowledged the President’s vision of inclusivity and gender friendly administration said, “I am extremely happy to be in the Ministry. I am privileged to be the Minister of Finance and the Coordinating Minister of the Economy and the Chairman Forum of African Ministers of Finance.” He noted that the task was enormous and he couldn’t do it alone without the support of the management team and the staff commitment.

    He assured that staff welfare would be given top most consideration to ease their suffering, disclosing that plans were on the way for the provision of Compressed Natural Gas (CNG) buses to alleviate the suffering of Nigerians as a result of the removal of fuel subsidy, stressing that with CNG buses Nigerians would pay less for transportation.

    Earlier, the Permanent Secretary Finance Okokon Udo, appreciated the minister for his maiden meeting with the staff and pledged the support of the management and staff of the Ministry for his success. He noted that the meeting was a “veritable platform for interaction” adding that its essence was to “rub minds, express feelings, tell ourselves the truth constructively and how to move forward”.

    Udo said that the Ministry has a conducive working environment for effective and efficient service delivery.

    The Joint Union Chairman, Comrade Mohammed Attahiru, while officially welcoming the Minister said, the “Minister has broken the jinx by holding the interactive session adding that, the interactive meeting was what the trade union had been yearning for.

    He mentioned that, based on the Minister’s pedigree which stood him out, the union has no doubt that he will perform creditably and promised him of their total support.

    Missing Port Harcourt Varsity Student Found Dead In Boyfriend’s Residence

    In a heartbreaking incident, a 300-level student majoring in Biological Chemistry at the University of Port Harcourt, Justina Otuene Nkang, was discovered lifeless at her boyfriend’s home.

    Justina, who was in the midst of her industrial training at a private hospital in the D/Line area of Port Harcourt, had been reported missing for approximately four days.

    The distressing turn of events unfolded when her boyfriend, identified as Collins, was allegedly caught attempting to dispose of her dismembered body by a vigilante community group in the Radio Estate where he resides.

    It is suspected that she had visited Collins at his apartment four days prior, after her work shift ended, and tragically, there was no contact with her thereafter.

    A source with knowledge of the situation revealed that the deceased’s decomposing body was found with some body parts missing, including her breasts and private areas.

    The Commissioner of Police, Nwonyi Polycarp Emeka, is anticipated to provide further information on this tragic incident later.
