    Dangote Refinery’s petroleum products are inferior – NMDPRA

    In a move, most capable of demarketing its products, the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA, has said that the quality of petroleum products from the Dangote refinery, as well as those from Watersmith, Aradel, and other modular refineries, is inferior compared to imported ones.

    Chief Executive Officer of NMDPRA Farouk Ahmed disclosed this in a recent interview with journalists, a video of which was published by TVC.

    The regulator boss discarded reports that some elements within the oil and gas sector were trying to scuttle the Dangote Refinery.

    According to him, the 650,000 barrel-per-day refinery has not been issued an operational licence by NMDPRA.

    He noted that the Lagos-based Dangote Refinery is still in the pre-commissioning stage and about 45 per cent completed.

    Ahmed added that the country can not risk dependence on Dangote Refinery by suspending petroleum products, especially Automotive Gas Oil and Dual Purpose Kerosene, DPK.

    He said: “That is not so. Dangote Refinery is still in the pre-commissioning stage. It has not been licenced yet. We haven’t licenced them yet. I think they are about 45 per cent to completion.

    “We cannot rely on one refinery to feed the nation because Dangote is requesting that we suspend or stop imports, especially of AGO and DPK, and direct all marketers to his refinery That is not good for the nation in terms of energy security, and it is not good for the market because of the monopoly.”

    Ahmed said that in terms of quality, Dangote’s current AGO (diesel) suffers from the lowest quality in terms of sulphur content, falling short of West Africa’s requirement of 50 parts per million (PPM).

    “Dangote Refinery, as well as some modular refineries like Watersmith Refinery and Aradel Refinery, are producing between 650 and 1,200 PPM. Therefore, in terms of quality, their products are inferior to imported ones,” he stated.

    This development comes days after the Chairman of Dangote Group, Aliko Dangote, said Dangote Refinery is set to commence fuel supply in August 2024.

    Earlier, Devakumar Edwin, the Vice President of Dangote Industries Limited, had alleged that most fuel products imported into Nigeria are substandard.

    He also accused international oil companies of frustrating the kickoff of the Dangote Refinery by selling oil crude at a higher price in Nigeria.

    However, the Nigerian Upstream Petroleum Regulatory Commission dismissed Edwin’s claim of substandard petroleum products in Nigeria.

    It would be recalled that Alhaji Aliko Dangote recently told a bewildered nation grappling with needless petrol scarcity that some vested interests in the oil industry were sabotaging his effort to satisfy Nigeria’s petrol demand.

    Police condemned for restricting peaceful NASU, SSANU protest in Abuja

    The Nigeria Labour Congress (NLC) has criticized the Nigeria Police Force for restricting a peaceful protest by non-teaching staff unions in Nigerian universities.

    Benson Upah, NLC’s head of information, made the statement on Thursday in Abuja.

    The protesting unions include the Non-Academic Staff Union of Educational and Associated Institutions (NASU) and the Senior Staff Association of Nigerian Universities (SSANU). The police had prevented these unions from proceeding with their planned street protest in Abuja, aimed at addressing their four months of unpaid salaries and other related issues.

    The protesters had gathered at the Unity Fountain with plans to march to the ministries of education and labour and employment to submit their letters to the ministers. However, they were restricted to the Unity Fountain.

    FCT Commissioner of Police Beneth Igwe had informed the union members that the protest was confined to the Unity Fountain for security reasons.

    Upah noted that the peaceful protest by NASU and SSANU was a last resort after all other avenues to secure their salaries had been exhausted, especially since workers from other unions had already been paid for the same strike action.

    He argued that the police’s actions breach the 1999 Constitution (as amended), ILO Conventions 87 and 98, and the African Charter on Human and Peoples’ Rights, which guarantee freedom of association and speech.

    ”It is a violation of the Supreme Court ruling that citizens do not need the permit or approval of the police to peacefully protest and an insult to the dignity of self-respecting and law-abiding citizens.

    “In light of this, we demand an immediate police apology to NASU and SSANU members whom they violated.

    “We also demand the immediate payment of the withheld salaries.

    “We had had cause to write to government as well as issued a press statement on this matter in the recent past.

    “Government will be courting a major national industrial protest if it continues to ignore our wise counsel,” he said.

    Edo Deputy Governor’s security strengthened as gunmen attack convoy of Okpebholo, Shaibu

    On Thursday in Benin, gunmen attacked the convoy of APC governorship candidate Sen. Monday Okpebholo and the reinstated deputy governor Philip Shaibu, resulting in the death of one security officer.

    The attack took place on Airport Road as Okpebholo and his team arrived from Abuja on a chartered flight. A police officer was killed and three others sustained injuries. Okpebholo’s condition remains unclear, though he is reported to be hospitalized in an undisclosed location in Benin City.

    This incident follows a Federal High Court ruling in Abuja on Wednesday that overturned Shaibu’s impeachment by the state House of Assembly. The Assembly has since appealed the ruling.

    The gunmen, stationed at the airport exit gate, opened fire on the convoy, leading to a retaliatory response from the security personnel protecting Okpebholo and Shaibu. The attack prompted businesses and offices in the vicinity to close quickly, and many motorists abandoned their vehicles and sought safety.

    SP Chidi Nwabuzor, spokesperson for the Edo police command, confirmed that the incident is currently under investigation.

    “It is premature for the police to confirm at this time until the investigation is concluded,” he said.

    Meanwhile, a check showed that security had been strengthened at the premises of the state Deputy Governor, Godwins Omobayo located at Osadebey Avenue, near the airport, in Benin to forestall any attack on him.

    In a statement on Thursday, Edo government alleged that it had observed the level of wanton destruction perpetrated by thugs working in connivance with the former deputy governor.

    Chris Nehikhare, the commissioner for communication and orientation, alleged that Mr Shaibu-led thugs have unleashed mayhem on innocent citizens in the guise of enforcing the judgement reinstating him to office.

    “We want to reiterate that Shaibu will face the consequences of violence that he has resorted to in pursuit of his aim to return to the Government House even when he is aware that a stay of execution of the judgement has been filed,” he said.

    The commissioner enjoined the general public to be calm and go about their lawful businesses as government restored peace to the ancient city.

    However, efforts to get the reaction of Shaibu proved abortive.

    But a statement by Godswill Inegbe, an aide to Okpebholo said his principal was attacked by the gunmen.

    “During the unprovoked attack, three mobile policemen attached to the security detail of Sen. Okpebholo were injured with bullet wounds, while one of the policemen has been feared dead,” Inegbe said.

    According to him, Okpebholo is at this moment admitted in an undisclosed hospital in Benin for medical attention with other members of the entourage.

    In response to the increasing hunger and frustration faced by citizens, members of the House of Representatives have resolved to reduce their salaries by 50 percent for the next six months.

    The decision followed the adoption of an amendment to a motion’s prayer proposed by the Deputy Speaker of the House, Benjamin Okezie Kalu. Kalu emphasized the need for lawmakers to sacrifice 50% of their N600,000 monthly salaries to support struggling Nigerians.

    Kalu explained that the salary reduction aims to aid the federal government in combating the escalating cost of foodstuffs and alleviate the hardships faced by the populace.

    The Deputy Speaker’s amended prayer was to a motion by Rep Isiaka Ayokunle calling on proponents of the planned nationwide protests to throwaway the idea and engage the government in a dialogue.

    Note that the prices of food items, transportation, electricity tariff amongst other have greatly skyrocketed and is still increasing on a daily basis.

    Recalled that the Organised Labour have been at loggerheads with the government of President Bola Tinubu over the increase of salaries for workers.

    Agreeing to cut down their salaries by 50 percent the 360 lawmakers will be forfeiting about N108 million monthly for the next six months.

    The motion was unanimously adopted by lawmakers through a voice vote and referred to the committees on Humanitarian Affairs, Finance and Budget for compliance.

    BREAKING: FG Announces Reforms in Secondary Education, Introduces New Curriculum

    The Minister of Education, Prof. Tahir Mamman has that a new curriculum will be introduced in secondary schools nationwide by September 2024.

    The Minister made the disclosure while speaking at the ongoing 2024 Joint Admissions and Matriculation Board (JAMB) policy meeting in Abuja, on Thursday.

    Mamman revealed that the new curriculum has been in the works for the past year and is set to be implemented in all public and private schools.

    The minister acknowledged the challenges facing the secondary education sector, including infrastructural deficits, unqualified teachers, obsolete curriculum, and deplorable libraries and laboratories. He expressed his commitment to addressing these issues through the new curriculum and collaboration with stakeholders.

    A stakeholders’ meeting has been scheduled for August 6, 2024, to finalize the plans, the minister said.

    There is heavy security at the Unity Fountain in Abuja as a group of demonstrators from the Senior Staff Association of Nigeria Universities (SSANU) and the Non-Academic Staff Union of Universities (NASU) gathered to participate in a nationwide protest.

    Several protesters have already arrived at the Unity Fountain, but some have been prevented from entering by security personnel.

    Following some commotion from the protesters, the gate has been opened, and the demonstrators have now used their trucks to block the entrance to the Unity Fountain.

    The protesters are calling for the release of their four months’ unpaid salaries and the reevaluation of the 2010 agreement with the Federal Government, among other requests.

    In 2022, both unions, along with the Academic Staff Union of Universities, went on a prolonged strike.

    While the SSANU and NASU strikes lasted four months, the ASUU strike continued for eight months.

    Despite President Bola Tinubu’s directive for the affected staff to receive their four-month salaries, SSANU and NASU members allege that they have not been paid, unlike ASUU members.

    Both unions have urged their members to participate in a nationwide protest on July 9 at all state chapters, with a subsequent national protest planned for Abuja today.

    President Joe Biden has tested positive for Covid-19 and is currently experiencing mild symptoms, according to the White House.

    Karine Jean-Pierre, the White House Press Secretary, confirmed that President Biden, who is vaccinated and has received booster shots, tested positive for COVID-19 on Wednesday.

    The 81-year-old President was active earlier in the day, visiting supporters in Las Vegas and speaking at an event.

    However, a scheduled campaign speech later in the night was cancelled following the positive test result.

    Jean-Pierre stated that President Biden plans to isolate at his home in Delaware while continuing to perform “all of his duties fully.”

    Dr. Kevin O’Connor, the President’s doctor, reported that Biden has presented with upper respiratory symptoms, including a runny nose and a cough.

    The President has started a course of Paxlovid, an antiviral medication used to treat Covid-19.

    In a tweet, President Biden expressed gratitude for the well wishes and assured the public of his commitment to continue working during his recovery.

    The President’s positive test comes amid increasing pressure from within his party regarding concerns about his age and its potential impact on his candidacy for re-election.

    According to US media, Senate Majority Leader, Chuck Schumer and House Majority Leader, Hakeem Jefferies have privately met with President Biden to express their concerns that his candidacy could adversely affect other House and Senate races.

    President Biden took to Twitter to address the situation.

    In one tweet, he thanked everyone for their well wishes and reassured the public that he would continue to work during his recovery.

    In another tweet, he humorously remarked, “I’m sick… of Elon Musk and his rich buddies trying to buy this election. And if you agree, pitch in here.”

    A former National Deputy Campaign Manager for Obi/Datti in the 2023 presidential election, Isaac Balami has dumped the Labour Party (LP) and returned to his former party, the All Progressives Congress (APC).

    Balami announced his decision in a press conference in Abuja on Wednesday.

    Speaking on his reason for dumping the party, the Nigerian Aviation expert explained that President Bola Tinubu has shocked him in just one year in office with regard to the Muslim-Muslim ticket which Balami himself was against.

    He explained that he dumped the APC ahead of the last presidential elections because of the ticket.

    However, he has now seen that it actually means nothing.

    The former number three man of Peter Obi’s campaign organization said he had thought that Labour Party had all it takes to take over Nigeria and restructure it on the path of progress but regretted that the leadership crisis in the party and some obvious leadership incompetence had destroyed the party.

    According to him, ” Tinubu has so far empowered more Christian Northerners and other Muslim ethnic nationalities since Nigeria returned back to Democracy. There is nothing that trips me like equity and fairness,”

    “No president has ever worked with the middle belt like President Bola Tinubu.

    “That was not what I saw when I left. I now see a better party and a better government. I can see a Nigeria that in a few years will thrive and I think it is only important for us to work with APC in its effort to rescue this country.

    “Consequently, after consulting widely with leaders across Nigeria, the middle-belt caucus, my parents and my immediate family, it becomes expedient that I resign from the Labour Party. I will now return back to the APC.

    Balami said he was happy with the level of inclusiveness under the current administration.

    Speaking on LP crisis, the politician said, “There is every indication that Nigeria cannot be redeemed through the Labour Party. As I move with my entire structure back to my former party, I urge them to join me in working with the APC to redeem our dear country.”

    Recall that the Balami, while moving to the Labour Party a year ago, said he was sacrificing for the good of the country and thousands of Nigerian youths who believed in him.

    Court to continue Bello’s trial despite pending appeal

    The Federal High Court, Abuja, has refused to stay proceedings on the
    Federal Government case brought against the former governor of Kogi State, Yahaya Bello.

    Justice Emeka Nwite in his ruling held that proceedings on the alleged money laundering case instituted by the Economic and Financial Crimes Commission (EFCC) will continue September 25, despite the appeal filed by the defendant.

    At the resumed trial, Wednesday, counsel to the Defendant, Abdulwahab Mohammed, SAN, told the court that they had filed an application for stay of proceedings on the case, pending the determination of the appeal pending before the Court of Appeal on an arrest warrant.

    He submitted, “Your lordship is functus officio. Heavens will not fall if the court stayed proceedings awaiting the outcome of the Court of Appeal.

    “We are relying on the provision of the Constitution which overrides the EFCC Act which the prosecution is relying on”.

    Responding, counsel to the EFCC, Kemi Pinhero, SAN, opposed the application.

    He maintained that the defendant had not shown any Court of Appeal document showing that the court wants the lower court to stay proceeding.

    At that point, the trial Judge, Justice Emeka Nwite asked whether, having received the application and affidavit, and being aware of the pending appeal, it would not amount to judicial rascality for his court to continue proceedings on the matter.

    “Won’t it amount to judicial rascality to continue this case when there’s an issue of jurisdiction?” The judge further asked.

    But the prosecution Counsel, Pinheiro, SAN, said, “it is not really an issue of jurisdiction”, adding that, mere filing of an affidavit could not suffice as the case was not a civil case and urged the court to stick to the matter of the day, which was the ruling on the arguments presented on June 27.

    However, counsel to Bello told the court that the Judge was misled on the 27th of June and that the request was for the proceedings of that day to be expunged.

    “They are asking your lordship to undo the work of the Court of Appeal. To avoid controversy and in order not to render the appeal nugatory, this should not continue. Even if Yahaya Bello were to be here, you cannot arraign him,” he argued.

    “The Affidavit filed on 16th July 2024, is to bring to your lordship’s attention the notices of appeal filed against your lordship’s ruling on 23rd April and 10th May. This appeal was transmitted to the Court of Appeal on 23rd of May and appellant’s brief of argument was filed on the 31st of May. Motion for stay has also been filed at the Court of Appeal. The two appeals basically challenge the jurisdiction of this court to entertain the charges ab initio.

    “We urge your lordship to expunge the record of the proceedings on 27th June because at that time, an appeal had been entered and the proceedings should not have happened. The court was functus officio,” Abdulwahab argued.

    According to him, the court insisting on hearing the matter would bring the court into conflict with the Court of Appeal.

    Reacting, EFCC stated that one of the appeals sought to have his Lordship stay further proceedings until the determination of the appeal.

    He, however, noted that the judge was bound by his own rulings and, therefore, had the discretion to determine whether to proceed or not, noting that the first authority that the Defendant’s Counsel cited was a 1999 case that predated the EFCC Act 2004.

    “This same position was canvassed on behalf of Mustapha, SAN in 2016 case, Mustapha v FRN, and the court held that proceedings can only be stayed where there is a Court of Appeal order to that effect and they relied on Section 306 of ACJA. In Chukwuma v IGP, a 2018 case, the court held something similar,” he submitted.

    Responding on point of law, Abdulwahab said, “We have two notices of appeal – one is on mixed law and fact and the other is on jurisdiction. The authorities he has cited are different from jurisdiction. Chukwuma v IGP is on admissibility of document and not jurisdiction.

    “In Chief Cletus Ibeto v FRN, which is an ongoing criminal appeal, all the facts are on all fours with the recent case. The lower court stayed proceedings because of the issue of Jurisdiction and now the argument at the court of appeal is on Section 306. That is how it is supposed to be.”

    In his ruling, Justice Nwite said,

    “The grant of stay of proceedings is at the court’s discretion, and since it is an issue of discretion no one can give an authority for the judge to rely on. The judge only needs to exercise this power judicially.”

    However, the judge, who had asked before going on recess, whether it will not amount to judicial rascality to continue the case when there was an issue of jurisdiction, changed his position and noted that the defendant wanted to use the appeal to delay proceedings.

    Justice Nwite maintained that there have been previous Court of Appeal judgments on such matters.

    He also granted the application for withdrawal of the Defendant’s Counsel, Adeola Adedipe, SAN, from the case and referred the matter of professional misconduct by the two Defendants’ counsel to the Legal Practitioners Disciplinary Committee (LPDC) to conduct investigation on possible infractions.

    Justice Nwite said, having stated the law, “the question is whether there was an undertaking by Abdulwahab and Adedipe, SAN, which was breached to amount to contempt of court.”

    Meanwhile, the matter has been adjourned to September 25, for Bello’s arraignment.
