    FCTA clamps down on ‘one-chance’ syndicates in Abuja

    The Federal Capital Territory Administration (FCTA) has clamped down on “one-chance” syndicates, operating in unapproved parking zones within the capital city, Abuja.

    Mr. Peter Olumuji, the Secretary, Command and Control Centre of the Taskforce, established to enforce sanity in the city, explained on Wednesday in Abuja that the raid was to keep the city safe.

    The team comprised personnel of the Nigerian Police, Nigeria Security and Civil Defence Corps, Department of State Security, Immigration Service, Nigerian Correctional Service and the National Drug Law Enforcement Agency.

    Others are drawn from the Directorate of Road Traffic Service (DRTS), Abuja Environmental Protection Board, Social Development Secretariat and other relevant agencies in the FCT.

    Olumuji explained during the raid that the one chance syndicates use unpainted taxis in unapproved motor parks to lure unsuspected residents, seize their valuables and drop them along the way or even kill their victims.

    He added that beggars and other individuals causing nuisance around Bannex junction

    He said that the hideout of suspected miscreants known for attacking unsuspecting residents in the area, mostly at night, were also dislodged.

    The secretary further said that about 15 vehicles were also impounded around Bannex Junction, Federal Secretariat, and environs for various traffic violations.

    According to him, the raid is part of a holistic operation to ensure the safety and free movement of residents within the city without being harassed or attacked by miscreants.

    “We have been receiving reports about the operation of one chance in some locations in the city.

    “The enforcement team is all out to ensure that we raid any location that harbours one chance motorists, illegal motor parks or unapproved parking spaces.

    “We have also realised that besides causing public nuisance, some of the beggars are being used to gather information for criminals.”

    The Deputy Director, Operations, DRTS, Mrs Deborah Osho, disclosed that the 15 vehicles impounded included rickety vehicles that were not supposed to be on the road.

    According to her, most of the illegal parks constitute serious traffic obstructions in the city, with the operators occupying major road corridors, including pedestrian walkways.

    “The development is creating unacceptable traffic congestion in some of the locations.

    “Yesterday (Tuesday), we sensitised commercial drivers to always use designated taxi parks within the city.

    “Today, they are all out in different road corridors, establishing illegal parks and obstructing traffic.

    “We will keep clamping down and seizing their vehicles until they learn to do the right thing,” said Osho.

    The Permanent Secretary of the Ministry of Aviation, Dr Emmanuel Meribole, has been dragged before a Federal High Court sitting in Abuja, over failure to declare contract details of the ministry.

    Incorporated Trustees of Patriotic Youth Organization of Nigeria, through their lawyer, Mr Peter Abang, in suit FHC/ABM/CS/969/2023, dated July 17, 2023, prayed the court for an order granting leave to the applicant to apply for Judicial Review, to wit: A declaration that the 1st Respondent (Permanent Secretary) has a statutory and public duty to furnish the Applicant information and details concerning the 2nd Respondent as contained in the Applicant’s letter of request dated 23rd June 2023.

    He also prayed the court for a declaration that the refusal or failure of the 1st Respondent to respond to or comply with the Applicant’s request as contained in its letter dated 23 June 2023 constitutes a refusal failure of the 1st Respondent’s statutory and or public duty to the Applicant and is, therefore, unlawful, illegal, abuse of powers, abuse of discretion and ultra vires.

    Barrister Abang urged the court to make an order directing and compelling the 1st Respondent, either by its staff, officers, privies, servants or otherwise howsoever described to issue, comply with and or make available to the Applicant or his privies or Counsel, information and details of contracts and expenditures as contained in the Applicant’s letter of 23° June 2023 as well as accept payment of the appropriate fees from the Applicant forthwith.

    Some of the contract details being requested, in a letter dated June 23, 2023, include Airstrip and other Capital Contracts by the Ministry from 2020 till date; list and locations of all Project Vehicles for the above-mentioned contracts; list and locations of all Official vehicles the Ministry, including that of the former Permanent Secretary;  Contract Executed from Over-head from 2022 December till date; details of Approved foreign Programmes for the Permanent Secretary in the Ministry and its Agencies from 2022 December till date; Performance Management System Contracts and Expenditures from 2020 till date; Any other relevant document in relation to the foregoing.

    According to the applicant, following an investigation being undertaken by the Applicant into the activities of the 2nd Respondent, spearheaded by the 1st Respondent and his various activities in the office, the Applicant has a reasonable suspicion that there have been several lapses and various misconducts by the 1st Respondent, in relation to the discharge of his duties.

    He said the request made in the letter is to enable the Applicant compare the ownership of the assets and properties declared by the 1st Respondent in his Assets Declaration Forms as well as his lifestyle, with any other assets and properties which it suspects to be linked either to the 1st Respondent, his Children or even other third parties suspected to be acting for them.

    The sixty lawyers who have approached the Federal High Court sitting in Abuja to commence committal proceedings against the Director General of the State Security Service (SSS) for disobedience to court order on the continued detention of Mr. Godwin Emefiele, have accused the organisation of threatening to frame them with terrorism and referring to them as Indigenous People of Biafra (IPOB) and the Eastern Security Network (ESN) lawyers.

    The consortium of lawyers, in a media briefing in Abuja, led by Mr. Tijani Ahmed, following a viral tweet by the DSS on their official tweeter handle in reaction to the processes they filed, said the security agency is planning to frame them up as terrorists.

    In the tweet, the DSS was quoted as having written the following, “Charge and bail, overzealous uninformed IPOB/ESN lawyer Maxwell Okpara mobilises other like-minded lawyers against DGSS. Futile Efforts. Well, Nigerians, beware! This is in bad faith. Transferred aggression.

    A Biafran Republic agitator and outlawed IPOB counsel defending the suspended CBN governor. Is IPOB defending one of theirs???? What a contradiction….hmmm… what’s the connection? May Maxwell be properly educated on points of law, please.”

    The lawyers claim that the tweet had now gone viral stating that, “at about 6am when we met this morning, the tweet was still there on the handle of the SSS. This was about 17 hours after it had been posted and had really gone viral. At that time, it had been seen by about 2 million people globally, generated over 3600 comments, retweeted almost 5000 times, and liked more than 2500 times.

    The tweets, which have been greeted by national outrage and condemnation are still on the handle of the security agency.

    Furthermore, the lawyers, whilst expressing their trauma following the tweets, listed several cases of disobedience to the Court order against Mr. Bichi involving Igbo people and asserted that Mr. Bichi must have been suffering from what they termed ‘Igbophobia’.

    “In the same vein, the tweet by the SSS has also exposed it very clearly to the world that the persecution Mr. Godwin Emefiele suffers today is largely due to the ethnic profiling as directed by the DG SSS.

    “The fact that Mr. Emefiele is Igbo and attained the height of CBN Governor to Mr. Bichi is an abomination hence his resolve to see that Emefiele is pulled down because, to him, all Igbo are IPOB/ESN Terrorists,” the lawyers said.

    Mr. Tijani also said it seems clear that Mr. Bichi has declared war on lawyers and the Igbo people and that the persecution being suffered by Emefiele is largely due to ethnic and political reasons, asserting that it could not be a coincidence that several cases involving Igbo people were being serially disobeyed by the DG DSS.

    The lawyers thereafter called for the sack of Mr. Bichi from office for what they termed manifesting open hatred against an ethnic group. They also alleged that the attitude of the DG DSS would tarnish the image of President Bola Tinubu and thanked the public for the overwhelming condemnation that trailed the tweet.

    The lawyers resolved to write to the UN, EU, UK, and US governments, the President, CJN, and NSA and also approach the court for the enforcement of their rights.

    Presidential Candidate of the Labour Party in the 2023 elections, Mr. Peter Obi, has expressed deep sorrow as he marked his 62nd birthday amidst the devastating news of over 327 Nigerians killed in the states of Plateau and Benue this month.

    The former governor of Anambra humbly appealed to well-wishers not to celebrate his birthday with gifts, but instead urged them to extend support to those in need, particularly in these challenging times.

    In a statement released in Lagos on Wednesday, Peter Obi expressed his heartfelt concern over the prevailing state of the nation, particularly in the regions of Benue and Plateau, where tragic incidents have claimed the lives of hundreds of innocent Nigerians, saying that the wave of violence and loss of lives has deeply impacted him, making it impossible for him to find any reason to rejoice on his special day.

    The killings in Plateau and Benue have sparked national outrage and brought attention to the ongoing security challenges faced by Nigeria. The loss of innocent lives has heightened calls for enhanced measures to ensure the safety and well-being of citizens across the country.

    He said: “Today marks my 62nd birthday but there will be no celebration because in this month so far, over 327 innocent Nigerians have been killed in Plateau, Benue and other states in a reckless manner.

    “There is far too much insecurity, violence, and bloodshed. This month alone over 200 lives have been lost to sustained violent attacks in Mangu LGA in Plateau.

    “Similarly, in Benue, over 100 lives have been lost in recent times, the latest being 27 persons killed in Adogo Ugbaam, Akpuuna, and Diom communities in Ukum LGA.

    “There are also many other cases of kidnappings and killings in different parts of the country. I want to celebrate in a New Nigeria where the lives and property of citizens are secured.

    Obi said while he remained grateful to God for His infinite mercies, he still maintained his decision of over 20 years, that he would not celebrate his birthdays in today’s Nigeria, with the current state of the nation.

    The entrepreneur said some of his friends, members of the Labour Party, and OBIdient family and supporters had asked how they could join him in celebrating that day, and even present some gifts.

    The former governor, however,  humbly appealed to all those who desired to celebrate him with any kind of gifts, to look around them and extend such gifts to the people in need, especially in these difficult times.

    He said: “I urge them to visit hospitals, orphanages, and homes for the aged and people with disabilities, and offer them such generous gifts.

    “They can also visit schools of basic studies in remote areas and support them with the basic amenities they need.

    “Those who wish to do more can visit various IDP camps in different parts of the country.”

    Obi said he intended to do the same, adding that aside from sharing his time and resources with the less fortunate people around him, he also planned to raise money for schools and hospitals.

    The former governor said the sacrifices for a better Nigeria must now start from them, the leaders and the well-placed, adding that the state of the nation must give them cause to pause and ponder.

    He said he wanted to celebrate in a productive Nigeria that could create opportunities for the youths and he wanted to celebrate in a Nigeria that worked for all and which Nigerians could be proud of.

    According to him, this, and not my birthday, is the true celebration that will be beneficial to all Nigerians.

    He noted that as Nigerians, they must always expand their imagination of the possible, believing as we do that a better Nigeria was possible.

    The Chief of Army Staff (COAS), Maj.-Gen. Abiodun Lagbaja, on Wednesday, restated his commitment to training of Officers and men of the Nigerian Army for professional service delivery and meeting contemporary challenges.

    Lagbaja stated this at a 4-day Second Senior Command and Leadership Seminar 2023 tagged ” Capacity Development of Nigerian Army Personnel to Meet Contemporary Security Challenges in a Joint Environment”, in Sokoto.

    The COAS was represented by Maj.-Gen. Aligbe Kelvin, Commander, Nigerian Army, Doctrine and Training Command.

    He said the training was aimed at improving operational readiness to combat security challenges at different formations to meet contemporary challenges and leadership needs.

    Lagbaja said that the seminar was in line with his vision of having a professional Army ready to accomplish assigned missions within a joint environment in the defence of Nigeria.

    ”I have a vision to transform the Nigerian Army into a well-trained, equipped and highly motivated force.

    ” The myriad of security challenges the country is facing require officers and leaders to be equipped with the requisite knowledge to tackle the situation.

    “Therefore, the Nigerian Army will continue to organise training and seminars to ensure we build professional personnel and leaders at all levels,” Lagbaja said.

    He further stated that the seminar was intended to avail participants of the necessary capabilities and competencies required to successfully accomplish assigned missions, as it relates to emerging security threats.

    The COAS added that topics and resource persons have been carefully selected and designed to reflect current realities on the ground as well as to enable participants to derive maximum benefits from the seminar.

    According to him, the seminar has been deliberately tailored to focus on leadership at command levels, intelligence gathering, military decision making process, logistics planning, legal implications and human right issues, among others.

    “As we continue to implement the Nigerian Army Forecast of Events and Training Directive for 2023, I implore you to seize the opportunity of this seminar to improve on your knowledge of leadership,” he said.

    Lagbaja urged them to remain focused, share knowledge and experiences, and deploy the gains in improving service delivery.

    He further enjoined the participants to sensitise others at respective Army formations for the effective discharge of duties, professionalism and excellence.

    Lagbaja said that it would surely enhance operations as well as civil community relationships.

    He expressed optimism that by the end of the seminar, the set objectives would have been met to enable them to discharge their constitutional roles professionally.

    In his welcome address, the General Officer Commanding (GOC) 8 Division of Nigerian Army Sokoto, Maj.-Gen. Godwin Mutkut, thanked the COAS for giving the hosting right to the division.

    Mukut said the training would improve the leadership qualities of the participants, improve on their level of endurance, discipline and also prepare them for more responsibilities.

    He also appreciated the COAS for providing resources and funds for the seminar, saying that the gesture would go a long way in equipping the officers across the board.

    The COAS had inaugurated the GOC’s official residence and Commander’s quarters in Giginya ‘Barracks while different topics were lined up for presentation by the resource persons for the next four days.

    The Nigerian Defence Academy (NDA) in Kaduna has announced its plans to conduct marksmanship and precision training for the cadets of the 71 Regular Course. The academy also issued a precautionary advisory for residents to stay clear of the designated training area during the specified period.

    In a statement released on Wednesday in Kaduna, Maj. Victor Olukoya, the Academy’s Public Relations Officer, disclosed the details of the upcoming training. The marksmanship and precision exercises are scheduled to take place at the NDA Open Range situated in the Afaka area of Kaduna.

    As a safety measure, the NDA authorities strongly advise inhabitants of Mando, Tsamiya, Kauya, and the general Afaka area to avoid the Range vicinity during the period of the training, which is scheduled to occur from July 21 to September 28. This precautionary measure is aimed at ensuring the safety of both the cadets and the residents.

    “During the marksmanship training, there is a possibility of hearing gunshots as the cadets undergo rigorous training to enhance their shooting skills and precision,” the NDA said.

    By urging the residents not to panic in response to the sound of gunshots, the NDA seeks to minimize any potential concerns or unnecessary alarm that might arise during the training period.

    Marksmanship training is a crucial aspect of military education, especially for future officers. It involves honing the cadets’ shooting abilities, teaching them to handle firearms safely and effectively, and ensuring they can hit targets with precision. Such training is essential in preparing the cadets for the challenges they may face in their military careers.

    The All Progressives Congress (APC) has dismissed the report of an alleged telephone conversation between the Chief Justice of Nigeria (CJN), Olukayode Ariwoola and President Bola Tinubu over the outcome of the Presidential Election Petition currently before the court.

    This is contained in a statement issued by Mr Felix Morka, the APC National Publicity Secretary in Abuja.

    The party described the speculations as mischievous, adding that the Presidential Election Petition Court (PEPC) should be allowed to do its job.

    “We have become aware of a decidedly mischievous and intentionally misleading tweet by Mr Jackson Ude.

    “He alleged that President Tinubu had a telephone conversation with the CJN, in which the CJN purportedly told the president and the APC to prepare for a presidential election rerun,” Morka said.

    He said it was disturbing and disgraceful for Ude to fabricate a falsehood of this kind on a matter of serious national importance that was actively under review by the PEPC.

    He maintained that Tinubu and the APC won the February 25 presidential election without a doubt.

    Morka added that the party and Tinubu do not have any need to engage in side conversations with the CJN regarding pending petitions before the PEPC.

    He said as the core democrat that he is, Tinubu respects the right of aggrieved candidates in the election to seek redress for any grievances they may have.

    He noted that the Constitution and the Electoral Act provided effective guarantees of that right.

    “The PEPC should be afforded the time and space to perform its important constitutional and statutory duty of adjudicating and delivering a verdict in the matter without needlessly calling the integrity of our Judges into question.

    “Falsehood and conjecture by the likes of Ude only aim to inflame political passions, create doubt and panic, and preemptively undermine the verdict of the courts in this important matter.

    “We are confident that Nigerians are smarter and more discerning than to be affected by this opposition brand of tasteless and crass mercenary expedition,” the APC said.

    N617 Petrol Price Hike: Tinubu taking Nigerians for granted- CISLAC

    The Executive Director of Civil Society Legislative and Advocacy Centre (CISLAC) Auwal Ibrahim Musa Rafsanjani, has said that the President Bola Ahmed Tinubu-led federal government was taking Nigerians for a ride.

    Rasfanjani, in a statement made available to journalists in Abuja on Tuesday, said the government is clearly insensitive to the plight of the growing number of Nigerians slipping into poverty daily as a result of its harsh policy directions. 

    During his inauguration ceremony, President Tinubu had declared petrol subsidy gone, leading to a quick increase in the pump price of fuel from N197 per litre to N537.  

    Auwal said the government has so far demonstrated by the very policy it has rolled out, that its programmes are not people-friendly.

    According to him, the government has been inconsistent in the application of its “austerity measures” as it is pursuing outrageous, unsustainable, unjustifiable and reckless spending at the expense of the welfare of its citizenry.

    He said Nigerians still remain the ultimate burden bearers of the government’s failure to take effective preliminary, decisive and demonstrable actions towards addressing oil and gas sector challenges.

    He lamented that the citizens have been taken for a pain ride and lied to at every step of the way by various beneficiaries and stakeholders in the value chain.

    He explained that on 1st June 2023, the Group Chief Executive Officer, Nigerian National Petroleum Company Limited, Mele Kyari, in response to the rising prices of PMS, alleged that competition among major players in the oil sector would force down the price of petrol as against the upward trends that have caused panic in the country. 

    He said similarly, in trying to allay the fears of citizens, the Independent Petroleum Marketers Association of Nigeria (IPMAN) on the 1st of July 2023, denied the alleged plan by the association to increase the pump price of Premium Motor Spirit (PMS), also known as petrol, to N700 per litre nationwide . 

    “The recent increase in petrol prices has been attributed to an increase in crude oil prices in the international market, with Brent crude benchmark price surpassing $80 per barrel; as well as the increase in the Dollar to Naira exchange. 

    “Why are there no corresponding adjustments in prices when these factors go in the opposite direction? So far, out of over 56 companies that applied for import licences to bring in petrol, only 10 made commitment to import, and only 3 have imported petrol into the country.

    “What are the underlying drivers of this low investor response, that should drive competition and force down the price of petrol?

    “In January this year, daily petrol consumption was 62 million litres; February, 62 million litres; March, 71.4 million litres; April, 67.7 million litres; May, 66.6 million litre; June, 49. 5 million litre; and now 46.3 million litres, a 35% reduction. 

    ‘While this suggests reduced demand, it does not suggest a reduced dependence on it. Less people can afford petrol to meet their transportation, home-powering and other needs, and Small and Medium-sized Enterprises (SMEs) are facing difficulties in accessing affordable power.

    “This has huge implications for businesses which rely on refined crude products like diesel and petrol, respectively. Petrol and Diesel prices negatively and significantly affect manufacturing output in Nigeria.

    “There are at least 39.6 million micro, small and medium enterprises (MSMEs) operating in Nigeria as of December 2020, accounting for 96.7 percent of businesses, 87.9 percent of employment, and 49.7 percent of national GDP.

    “Totaling about 17.4 million enterprises, they account for about 50% of industrial jobs and nearly 90% of activities in the manufacturing sector, in terms of number of enterprises. 

    “The trade deficit of $20 million recorded in November 2022 from the low crude oil export receipts signalled the urgency to jettison petrol subsidy, develop local production capacity and end fuel import dependency for a favourable balance of trade. 

    “While it is true that no nation has control over the price of crude oil, several measures can be put in place to mitigate the effect of oil price volatility on the country’s domestic economic productivity. The current underutilization of Nigeria’s refineries impedes the country’s ability to meet local demand and its economic potential.

    “Nigerians are yet to receive firm commitments, actions and timelines on the delivery of our four moribund refineries to optimal operations. Furthermore, the private and modular refineries have a refining capacity that will strengthen Nigeria’s refining sector, eradicate dependency on imported oil products and lead to improved crude export earnings. 

    “A major effect of the subsidy removal is its knock-on effect on prices of goods and services. Increased transportation costs due to the high fuel prices, directly impact agricultural production and have implications for food security. 

    “The government must show real concern and take urgent actions to cushion the effect of its decision which is perpetuating poverty and inequality. This is widening the country’s already-existing income inequality with low-income citizens and vulnerable segments of society facing greater financial strain to meet their basic food needs. 

    “We must build a democracy centered on public trust and accountability. Unfortunately, we have a history, practice and tradition that has encouraged the misconception of the government as the public’s master and not its servant and this notion must be reversed,” He said.

    On his part, Spokesperson of the Coalition of Northern Groups (CNG) Abdul-Azeez Suleiman said the sudden increase in fuel pump price to about N617 naira per litre is certainly bound to pinch Nigerians particularly with its multiplier effect on commodities.

    He said Nigerians must not rush to judgment given that we patiently endured the past administration’s initial lapses even with evident symptoms of failure until the time when it became glaringly evident that it was downright clueless.

    He said he thinks it is too early in the day to judge the present administration without waiting to see what it says it has up its sleeves.

    “I think the nation should not be in too much hurry in assessing and judging the Tinubu administration against incredible expectations and hopes; against fair standards of judgment, including the judgment from his political opponents, against developments and circumstances that no one knew the nation will confront, and even against the failures and abuses the nation is having to pay for from the previous administration,” he said.

     NDLEA clamps down on illegal dealers of ‘Laughing Gas’

    The Lagos State Command of the National Drug Law Enforcement Agency (NDLEA) will soon clamp down on illegal sales and consumption of nitrous oxide substance popularly called ‘laughing gas’.

    Mr Umar Adoro, the state commander of the agency, disclosed this on Tuesday in Lagos.

    Adoro said this was in line with the directive by the Chairman and the Chief Executive Officer of the agency, Brig.- Gen. Buba Marwa, to all commands and formations to start an immediate clampdown on illegal sale of the substance.

    He said the substance is commonly used for sedation and pain relief, often by dentists and medical professionals for patients undergoing minor medical procedures.

    Adoro added that the abuse was fast emerging, especially by young partygoers or funseekers to feel intoxicated or high.

    He said the agency would work hard to tackle the emerging trend because of its implication on the nervous system.

    “The abuse of the gas slows down brain and body responses. However, the effects of the drug varies depending on the quantity inhaled.

    “Taking nitrous oxide can cause feelings of euphoria, relaxation, fits of giggles and laughter – hence, the nickname ‘laughing gas.

    “The gas is often transferred from its containers into balloons, from where it’s inhaled for euphoric effects,” Adoro said.

    He warned Nigerians who deals on the substance to have a change of heart as their activity negates morality.

    He said the anti-narcotic agency would remain ever committed to its mandate of clearing the country of illicit drug trafficking.

    The Economic and Financial Crimes Commission (EFCC) has distanced itself from a lawyer, Mr. Ibrahim Mohammed, who filed a new charge against Senator Stella Oduah, accusing her of perjury and document falsification in the name of the anti-graft agency.

    During a court session before Justice James Omotosho at the Federal High Court in Abuja, EFCC’s counsel, H. A Okonofua, clarified that the commission did not authorize Mohammed to prosecute Oduah, the sole defendant in the case.

    Upon resuming the hearing, both Mohammed and Oduah were absent from court. Okonofua informed the judge that the investigation report conducted by the anti-corruption agency was ready. However, the report had not been submitted to the court, drawing attention to the delay.

    Acknowledging the delay, the lawyer admitted that the report was filed late. In response, Justice Omotosho adjourned the matter until October 4, 2023, to ensure that the investigation report is before the court.

    On July 10, 2023, the EFCC had planned to arraign Oduah before Justice Omotosho on charges of perjury and document falsification. However, during the arraignment on July 11, Mohammed, a police officer appearing for the EFCC, admitted to an error in filing the charge in the name of the anti-graft agency. He revealed that he had been seconded to the EFCC but was redeployed back to the Force Headquarters in November of the previous year. Consequently, he mistakenly signed the charge in the name of the EFCC Office in Benin.

    As a result of the error, the judge ordered Mohammed’s arrest and investigation by the EFCC. The case remains an ongoing legal matter, raising questions about the handling of charges and its implications for both the anti-graft agency and Senator Stella Oduah.
