    Civil Defence decorates newly promoted officers in Jigawa

    Nigeria Security and Civil Defence Corps (NSCDC), Jigawa State Command, has decorated officers recently promoted to various ranks during the 2022 Senior Officers promotion.

    A statement signed by the spokesperson of the Command, Mr Adamu Shehu, made this known on Saturday.

    He said that the decoration took place on Friday with two officers promoted to Deputy Commandants, six Superintendents of Corps and three Assistant Supretendents of Corps.

    Others included 1 Deputy Superintendent of Corps, 11 Assistant Superintendents of Corps and 18 Inspectors of Corps promoted to Assistant Supreintendents of Corps.

    While congratulating the newly decorated officers, the State Commandant, Mr Musa Malah, in the statement, charged them to discharge their duties to reciprocate the gesture.

    He further commended the Commandant General of the Corps, Mr Ahmed Abubakar-Audi, for his commitment and determination in improving personnel welfare.

    The statement revealed that while responding on behalf of the newly decorated officers, the Head of Finance, Mr Shehu Bakari, assured the State Commandant of their resolve to give their best in their places of assignments.

    They vowed to continue protecting the interest of the corps wherever they found themselves.

    Culture of financial impunity gradually ending, says FRC boss

    Barr. Victor Muruako, the Chairman, Fiscal Responsibility Commission (FRC), says the culture of financial impunity in the country is gradually disappearing.

    Muruako made the remark while receiving the Nigerian Economics Students Association (NESA), University of Nigeria, Nsukka, in a courtesy visit and study tour to the Commission on Friday in Abuja.

    Muruako said the Commission which was set up by the Fiscal Responsibility Act No. 31 of 2007 and started operation in 2009, had recorded giant strides since its inception.

    “We have indeed made some landmark achievements from when we first began as a Commission to where we are today.

    “First and foremost, the culture of impunity is definitely disappearing. Although corruption cannot just evaporate like that, but you can see today that, unlike before, people are now being held accountable for whatever they do.

    “If you think you have gotten away with any wrongdoing, you might be surprised, what you have done will just appear on the social media and definitely one way or the other you must answer for it.

    “So, I can tell you that from that perspective, people are more responsible,” he said.

    He noted that in terms of budget implementation, the situation is far better than what used to obtain before now.

    “In the past, Mr President would just release his budget speech few days to the end of the year and that is it.

    “But now, with the Act and the Commission as well as our engagements with relevant stakeholders, including Ministry of Finance, the Budget Office and the National Assembly, we now have series of activities that carefully culminate in the federal appropriations act.

    “Examples include the engagements with Civil Society Groups, the alignment with the Medium Term Expenditure Framework, the public hearings that are carried out, and alot of other processes.

    “All these are definite steps towards planning in such a way that the budget is no more the way that it used to be. So, there are lots of gains in that area.

    “There must be careful planning because if you fail to plan, then you have already planned to fail,” he said.

    The FRC boss said that the Commission had also made alot of giant strides in the aspect of revenue generation.

    He explained that the ability of the Commission to come up with the template for the calculation of operating surplus which was quite acceptable, had really yielded alot of revenue.

    “Earnings to the Consolidated Revenue Fund of the Federal Government have greatly increased. I can tell you that year upon year, we have continued to improve in that area.

    “We have been working in collaboration with other stakeholders, particularly the National Assembly, the Office of the Budget Office of the Federation, Ministry of Finance and Accountant General of the Federation.

    “So, you check the quantum of remitances. For the first time ever, in 2021, the Independent Revenue of the Federal Government hit the trillion Naira mark.

    “This can obviously be traced to a lot of activities by the Commission – and we are still counting.

    “Also, our project verification exercise, which is based on the Budget Implementation Report (BIR) which we receive from the Budget office of the Federation is used to verify some of these projects and, in the process, we find our reports have greatly improved with regards to some of the Federal Government projects.

    “On, the issue of public debts, which is part of the challenge we face in the country, we have tried a lot in improving, through our monitoring exercises at the subnational level.

    “I can assure you that today, it won’t be easy for any government just to walk in and obtain loan just like before, without any checks and balances because the Fiscal Responsibility Act clearly outlines the conditions you must fulfil before you can borrow and on what terms and for what.

    “Yes, it is not yet uhuru and we still have some challenges along that line, but definitely, it is a work in progress,” he said.

    Speaking on the study tour of the Commission by UNN Economic Students, Barr Muruako remarked that there is a need to continue to embark on youth sensitization so as to help in instilling the culture of fiscal discipline in the lives of the leaders of tomorrow.

    He noted that the Commission had been embarking on sensitization programmes for quite sometime.

    “This is because one of the problems we identified with issues of instilling fiscal discipline in public officials is that it is very difficult to change adults, as bad habits die hard.

    “So, at the Commission, one of our key strategies is to reach out to the “leaders of tomorrow”; the public-officials-to-be.

    “We want to catch them young while they are still at that early stage and we started this by setting up what we call ‘Army of Fiscal Responsibility Enthusiasts’, ” he said.

    He added that the Commission had an understanding with the National Youth Service Corps (NYSC) to transverse all the orientation camps across the country and carry out enlightenment and sensitization programmes.

    “We engage the Corp members and distribute our flyers and literatures so as to make them understand what we are doing.

    “We also explain to them on the need for them to buy into it because fighting corruption is not as simple as it may look. It is something that you have to deliberately plan for.

    “So, we continue these youth programmes in such a way that we have to reach out even to some educational institutions.

    “The essence is to put the students through with what we are doing here and explain to them in detail what it means to be fiscally responsible.

    “These students you are seeing today will obviously be in positions of responsibility tomorrow. They will be involved in the managing of public finance in the country, either in the private or public sector.

    “What they will learn will also help them even in personal finance management.

    “So, fiscal responsibility is not only about engaging already established institutions, you can catch them young,” he said.

    He said that the Commission was even looking at the possibility of including their programmes as part of the curriculum in the nation’s educational institutions.

    “In this regard, we have had engagements with the Executive Secretaries of both the National Universities Commission (NUC), NBTE and National Commission for Colleges of Education.

    “We want to further have engagements with Vice Chancellors, Registrars, administrators and other stakeholders in such a way that they will adopt Fiscal Responsibility as a course in our institutions of higher learning.

    “These need to form some of students’ course content because it is not easy to imbibe these culture at the latter stages of their lives.

    “We have alot of other programmes lined up and we believe that this is the right way to go, so that when these youths would have matured into adulthood tomorrow and are in public offices, that culture will not be new to them,” he said.

    Godspromise Ngadi, the President of
    NESA, University of Nigeria, Nsukka acknowledged that the association was indeed privileged to have been impacted with so much knowledge about the activities of the commission during the visit.

    He expressed gratitude to the Commission for initiating them as Fiscal Responsibility disciples, adding that they would be worthy agents of fiscal accountability and integrity.

    “We have come to understand that one of the primary responsibilities of the FRC is to harness the country’s resources, promote efficiency as well as dynamism and economic development.

    “We’ve also been charged as Fiscal Responsibility Enthusiasts to be disciples of fiscal accountability.

    “We will cascade this message to our various institutions, homes and the society.

    “Today, we have been initiated as fiscal responsibility apostles and we believe that our impact will be felt in the country,” he said. (NAN)

    *Says media report false and misleading

    The National Intelligence Agency (NIA) has debunked reports claiming that Amb. Mohammed Dauda had been re-instated as the Director-General of the agency by the Court of Appeal in Abuja.

    The Head of Legal Department, NIA, Mr A. Wakili, in a statement made available to newsmen in Abuja, described the purported reports as “misleading and false”.

    “Our attention has been drawn to a false and misleading reports circulating online regarding Dauda’s reinstatement as D-G of NIA by the Court of Appeal, Abuja Division.

    “It is important to clarify that Dauda was never a substantive D-G of the agency.

    “He only acted in that capacity temporarily, after the tenure of Amb. Ayo Oke, and a brief acting stint by Amb. Arab Yadam, until Amb. Ahmed Abubakar was appointed substantive D-G by former President Muhammadu Buhari,’’ Wakili said.

    He said that the matter decided by the National Industrial Court and the Court of Appeal related to the dismissal of Dauda as Director of NIA for several infractions and breaches.

    Wakili said: “The substance of the present appeal for which judgment has been passed relates only to procedural matters in respect of the dismissal.

    “The case in respect of the infractions and breaches is still pending for adjudication.’’

    He alleged that the false and misleading story was obviously planted by Dauda and his cohorts to mislead the public.

    Wakili, however, said that a true certified copy of the judgment of the Court of Appeal was being awaited, to be studied for informed further action.

    Nigeria has only 60 active pharmaceutical industries – Expert

    Executive Secretary of Kwara Health Insurance Agency, Dr Olubunmi Jetawo-Winter, says only 60 out of the 180 existing pharmaceutical manufacturers in Nigeria are active.

    Jetawo-Winter disclosed this on Friday in Ilorin in her key note address at the 2023 Week of the Association of Industrial Pharmacists of Nigeria (NAIP), Kwara Chapter.

    The theme of the week is: “Emerging Challenges in Achieving Medicine Security in Nigeria”.

    She stated that while only 60 pharmaceutical industries are active in terms of manufacturing, others are in packaging or repackaging.

    According to her, this in spite of the potential capacity of the industries to produce between 50 to 75 percent of the nation’s drug needs.

    “It is saddening to see products, that pharmaceutical industries have the capacity and competence to produce locally, being imported into Nigerian market.

    “The country imports up to 90 percent of Active Pharmaceutical Ingredient (APIs) excipients, and almost all equipment used for manufacturing of drugs are also imported,” she said.

    The expert opined that about 30 per cent of drugs used in Nigeria are produced locally, saying the country largely depends on China and India for the remaining 70 per cent.

    Jetawo-Winter underscored the need for medicine security in Nigeria, describing it as measure to ensure that quality, efficacy, safety and sufficiency of medicines are guaranteed for defined population.

    “Once produced by the manufacturer, medicines and medical consumables must meet the right standard for manufacturing.

    “The integrity of such medicines and consumables are not compromised during its transportation, distribution and, storage, until it gets to the end user,” she said.

    Similarly, Jetawo-Winter said Nigeria had huge potential for local raw materials production, including APIs and excipients to support local manufacturing of drugs and medical consumables while leveraging on emerging opportunities in medicine security.

    She also called for increased funding for health and improved pharmacovigilance, which she said is responsibility of every pharmacist.

    Mr Isaac Salami, the state Chairman of NAIP, explained that the three-day event was to sensitise all stakeholders on the need to produce effective, safe, affordable and readily available drugs for the state and Nigeria as a whole.

    He appealed for strong political will and commitment by the government at all tiers to boost the pharmaceutical industries in the country.

    “We are calling for government assistance, as most of our pharmaceutical ingredients are imported, including packaging,” he said.

    The NAIP chairman also advised regulatory agencies to do more in terms of helping the industries in promotion, manufacturing and safety of drugs to Nigerians.

    Mr Adejuwon Otelaja, the Chairman of Phamaceutical Society of Nigeria (PSN), Kwara Chapter, who was represented by Mrs. Munirat Bello, Secretary of the association, underscored the need to finding lasting solutions to challenges confronting the sector.

    Otelaja lamented that some parts of the country record shortages in over-the-counter drugs, while observing the need for stability in the sector.

    Mrs Aina Obafemi, a former Vice Chairman of NAIP, noted that the association had been in the forefront of sensitising the people on best practices regarding drugs.

    She assured that members are ready to collaborate with government to ensure the industries overcome the present challenges.

    According to her, government can support local manufacturers financially and cancel double taxation which is detrimental to the growth of the sector.

    Obafemi also applauded the present administration for the reform on getting forex, saying the reform will assist greatly in acquiring APIs in Nigeria.

    FG supports FRSC with 130 operational vehicles

    The Federal Government has said it will continue to support the Federal Road Safety Corps (FRSC) operations towards a crash-free nation.

    The Secretary to the Government of the Federation (SGF), Senator George Akume, stated this while inaugurating 130 multi-functional operational vehicles for the corps on Friday in Abuja.

    Akume while assuring President Bola Tinubu`s support, said that the vehicles would further boost the corps operations across the country.

    He said that the present administration is determined to give special attention to policies and programmes to achieve set goals.

    The SGF said that the federal government would invest in transport infrastructure, to enhance economic growth and safety of lives and property on Nigeria roads.

    He said the deployment of the vehicles would aid the field operations that included rescue, recovery and speed removal of obstructions on the road.

    According to him, it would enable the corps achieve its cardinal responsibilities through effective and efficient operations.

    “Let me use this opportunity to reiterate Tinubu`s commitment to the provision of transport infrastructure.

    “Mr President believes that investment in transport infrastructure is a key determinant of performance in all other sectors, since it plays a vital role in any nation’s development and growth.

    Akume said that the Federal Government was in synch with the efforts of FRSC and encouraged other agencies of government at all levels, to develop similar resourceful ways to improve their work processes.

    He said that operational vehicles would improve the quality of road safety management approach in Nigeria.

    “Government efforts remained consistent, it is only proper for its agencies tasked with certain regulatory aspects of the infrastructure to live up to expectation.

    “It is in this respect that FRSC comes in for road traffic regulation. If the responsible regulators do not live up to their billing, then government’s efforts would have been in vain,” he said.

    Akume advised the corps to deploy the 130 operational vehicles to enhance its visibility on the nation’s highways as soon as possible.

    The SGF tasked the FRSC to sustain its transformational approach to road safety management and maintain its leadership role in the West Africa sub-region.

    Earlier, the FRSC Corps Marshal, Dauda Biu said that one significant benefit of the event was to move the corps further in its goal of operating as a world class organisation.

    Biu said that the vehicles would enhance the corps capacity to carry out its statutory duties most diligently

    He said that it would also assist the corps to demonstrate how best to approach road safety management as the lead agency in the sector.

    The 130 multi-functional operational vehicles comprise of 97 patrol vehicles and 10 heavy duty tow trucks.

    Others include; 15 flatbed tow trucks, five ambulances, one 56 seater staff bus and two coaster buses.

    Man in court for sexually assaulting neighbour

    A 35-year-old man, Chikara Awazie, was on Friday brought before an Ejigbo Magistrates’ Court, Lagos, over alleged sexual assault of his neighbour.

    The defendant is standing trial on a three-count charge of conspiracy, stealing and sexual assault, preferred against him by the police.

    The prosecutor, ASP Benedict Aigbokhan, told the court that the defendant committed the offences on February 22, at Gas-line Bus Stop, Ejigbo, Lagos.

    According to him, the defendant forcibly had canal knowledge of his neighbour, Miss Cynthia Nwanyima.

    He said that the defendant also stole one Infinix X5 phone worth N76,000, three Automated Teller Machine cards and N100,000 cash belonging to Nwanyima.

    He said that the offences contravened Sections 260, 287 and 411 of the Criminal Law of Lagos State, 2015.

    The defendant pleaded not guilty to the charge.

    Magistrate K. A. Ariyo, however, granted the defendant bail in the sum of N500,000 with two sureties in like sum.

    She ordered that one of the sureties should be a blood relative to the defendant and adjourned the case until August 22 for legal advice.

    Zulum condemns killing of 8 farmers by ISWAP in Borno

    Governor Babagana Zulum has expressed shock and sadness over the killing of eight farmers in Mafa Local Government Area of Borno by the Islamic State of the West African Province (ISWAP).

    The killing occurred in Shuwarin, Tomsu Ngamdu, Baram Karauwa and Muna on Thursday at about 1 pm while the farmers were working on their farms.

    Zulum who visited Mafa, described the attack as unfortunate.

    He said the state government will partner with security agencies to deploy more soldiers to secure farmlands.

    “The state government will immediately convene a Security Council meeting to come up with ways of ensuring adequate security to farmers.

    “The government will also inaugurate the Agro Rangers team, comprising of the Nigeria Security and Civil Defence Corps, the Army, the Civilian Joint Task Force and hunters to protect farmers,” he said.

    He said that food insecurity was the worst crises than Boko Haram, noting that the government would do everything to ensure that the people have access to their farmlands.

    Earlier, a witness, Yarima Goni told Zulum that ISWAP terrorists who rode on motorcycles, attacked farmlands with Ak47 riffle.

    Another witness, Malam Bukar Grema, told the governor that three victims of the attack were buried in Shuwarin community.

    “Most of the victims had their hands tied behind them.

    “We recovered their bodies at about 8:30 am on Friday and prayer was held for them at about 10:00 am,” he said.

    Shereef Goni, another witness said five more victims were recovered in Tomsu Ngamdu, adding that a 15-year-old boy was speared by the insurgents.

    Goni added that ten other victims were kidnapped by the terrorists during the attack.

    NDLEA arrests 163 drug suspects in Badagry

    The National Drug Law Enforcement Agency (NDLEA), Seme Special Area Command, Badagry, on Friday said it arrested 163 suspected drug dealers between January and May.

    Mr Abubakar Wada, Zonal Commander, NDLEA, Seme Special Area Command, disclosed this during a press briefing in Badagry.

    The briefing was organised in commemoration of the 2023 United Nations International Day against drug abuse and drug trafficking.

    The theme of the event was: “People First: Stop Stigma, and Discrimination, Strengthen Prevention’.

    According to the commander, the suspects comprise 139 males and 24 females.

    He also that the command seized different illicit drugs weighing 354.6286kgs during the period.

    “The command also counseled 138 persons who used drugs,” he said.

    He said the command secured convictions of 25 drug offenders during the period.

    Wada said the drugs commonly abused in the zone included cannabis, tramadol, methamphetamine, diazepam and codeine.

    The commander appealed to government, community leaders, religious leaders and individuals to join the NDLEA in the fight against drug abuse in the society.

    Wada said the agency was also collaborating with security agencies and non-governmental organisations to organisé programmes on the menace of drug abuse.

    In his remarks, Pastor Sunday Hunyinbo, Chairman, Badagry chapter of Christian Association of Nigeria said the Christian community was ready to collaborate with the agency to help bring down the high rate of drug abuse in the society.

    He commended NDLEA for the successes recorded so far in the fight against drug abuse and illicit drug trafficking in the country

    97,000 passports uncollected nationwide – NIS

    The Nigeria Immigration Service (NIS) says about 97,000 passport booklets issued were uncollected in the 36 states nationwide including Federal Capital Territory (FCT).

    The Service Public Relations Officer, (SPRO) Comptroller of Immigration, Mr. Tony Akuneme said this in an interview on Friday in Abuja.

    Akuneme said that the service recently found out that Lagos State had half of the uncollected passports.

    He said that there was also a danger that half of the owners of the uncollected passports could not be reached due to lack of proper documentation because of a third party involvement.

    He also said that the essence of state of emergency declaration was to draw attention of the media so they could deepened the process for the service as a lot of people do not know if their passport were ready for collection.

    “Some of them engaged agents to help them in their passport processing and these agents might be doing for a lot of persons.

    “They end up dropping wrong contacts and thereby making it difficult to reach out to the owners of these passports when they are ready for collection. This is a big challenge, “he said.

    The Acting Comptroller General, NIS, Mrs. Caroline Adepoju had recently declared state of emergency on passport issues across the country.

    The SPRO said that the service recently found out that most applicants complains also bothers on some human factor and technical factor which included slow speed of Internet.

    According to him, the CG didn’t want to leave anyone in doubt as to the issue of passport processing being her core area of interest.

    “That’s how she came about that term of declaring state of emergency in the passport issues.

    “When the acting CG assumed office, she made it very clear that she was going to focus on Passport reforms and staff welfare, “he said.

    According to him, the Lagos state Governor is willing to collaborate with the CG in terms of expanding the Passport services on Lagos State.

    “So, we went to Lagos State Governor to help in terms of giving us office space where we can set up front desk offices and immediately, the governor was very positive in his response

    ” Lagos is a tourism place and immigration have a key role to play in the mind of anybody visiting the state.

    “So it was a welcome development and you can see that the state of emergency that was declared is already yielding fruits as the governor accepted CGs request on land allocation to build staff quarters in Lagos, “he said.

    Akuneme said that the service however, needed the Media to tell Nigerians that people should not think there were no passport booklets.

    He said “there are booklets issued that are not collected. It is ironical, we don’t have problem of booklet; we don’t have shortage of booklets.

    “What we have had in the last one or two years is a sudden upsurge in the number of Nigerians wanting to travel. We felt it was also related to COVID-19, “he said.

    Akuneme assured that the result would be instant as more facilities were going to be put in place to curtail any challenges of passport issuance across the country.

    NiMet predicts 3-day cloud, thunderstorms from Friday

    The Nigerian Meteorological Agency (NiMet) has predicted cloudy weather and thunderstorms between Friday and Sunday across the country.

    This is according to the NiMet’s weather outlook released in Abuja which forecasted a cloudy atmosphere in the northern region with prospects of thunderstorms.

    ”Some of the States expected to be affected by the climatic change were  Sokoto, Zamfara, Kebbi, Kaduna, Taraba and Adamawa states”

    NiMet noted that the prospects of thunderstorms are expected over parts of Borno, Adamawa, Kano, Bauchi, Kebbi, Zamfara, Katsina, Gombe, Jigawa and Taraba states later in the day.

    “Cloudy atmosphere with intervals of sunshine is anticipated over the North central region with prospects of morning rains over parts of the Federal Capital Territory, Benue, Nasarawa and Niger states.

    “Later in the day, thunderstorms was anticipated over parts of the Federal Capital Territory, Niger, Benue, Kogi, Nasarawa, Kwara and Plateau states.”

    “Intermittent rainfall  is  expected in some  parts of Enugu, Imo, Abia, Ebonyi, Anambra, Edo, Ogun, Oyo, Osun, Ondo, Ekiti, Cross River, Akwa Ibom, Rivers, Lagos, Bayelsa and Delta states during the forecast period” it added .

    The agency has envisaged thunderstorms over the entire region in the afternoon and evening.

    “Cloudy morning is anticipated for the North central region with prospects of rains over parts of Kwara, Niger, Kogi and the Federal Capital Territory”

    “Intermittent rain is also  anticipated over parts of Enugu, Imo, Abia, Ebonyi, Anambra, Edo, Ogun, Oyo, Osun, Ondo, Ekiti, Cross River, Akwa Ibom, Rivers, Lagos, Bayelsa and Delta states within the forecast period,“ it said.

    NiMet predicted sunny skies on Sunday with few patches of clouds over the northern region with chances of a few thunderstorms over parts of Bauchi, Adamawa, Taraba, Jigawa, Borno and Gombe States in the morning hours.

    According to it, thunderstorms are envisaged over the entire region in the afternoon and evening hours.

    “Cloudy atmosphere with sunshine intervals is anticipated over the North central region in the morning with prospects of rains over parts of Nasarawa, the Federal Capital Territory and Plateau.

    “There are prospects of thunderstorms over parts of Niger, Kwara, Benue, Kogi, Plateau and the Federal Capital Territory in the afternoon/evening hours.

    “Intermittent rains are expected over parts of Enugu, Imo, Abia, Ebonyi, Anambra, Edo, Ogun, Oyo, Osun, Ondo, Ekiti, Cross River, Akwa Ibom, Rivers, Lagos, Bayelsa and Delta within the forecast period,“ it said.

    According to NiMet, for areas where thunderstorms are expected, strong winds are likely to precede the rains and as such, trees, electric poles, unsecured objects and weak buildings may be felled, so the public is advised to be cautious.

    It further advised the public to stay in-door especially during heavy rainfall to avoid being struck by lightning.

    “All Airline operators are advised to avail themselves of weather reports periodically from NiMet for effective planning in their operations. Moderate to heavy rainfall could lead to flash flood. The public is advised to take necessary caution”

    “Disaster risk managers, agencies and individuals should be proactive, to avert loss of lives and property during rainy season,” it added.
