    Kano: Gov Yusuf suspends salaries of 10,800 workers

    Governor Abba Kabir Yusuf of Kano State has directed the Accountant General of the State to stop the salaries of over 10,800 workers employed by former governor Abdullahi Ganduje’s administration, pending investigations.

    Mr. Abdulkadir Abdulsalam, the Accountant General of the state, made this known to newsmen in Kano.

    Abdulsalam said the affected staff were employed at the twilight of the previous administration.

    He said that a Committee has been set up to investigate their engagement in the civil service, assuring that the outcome of the finding will play a role in their fate.

    The accountant general also announced the suspension of transfers made by the previous government within the civil service against existing rules, adding that the status quo ante should be maintained by the affected government officials.

    Abdulsalam however expressed the readiness of the new administration to pay workers salary by the 25th of every month, as he revealed that pension and gratuity would be paid to retired workers as when due.

    He also disclosed that the new administration would operate a single account to ensure financial discipline.

    Defamation: Ex-Perm Sec threatens legal action against People’s Gazette 

    A former Permanent Secretary in the Federal Ministry of Finance, Mohammed Kyari Dikwa has threatened legal action against the management of Peoples’ Gazette.

    Mr Dikwa is also demanding a public retraction and apology over an alleged defamatory story against him in the June 23, 2023 publication of the online platform.

    The letter dated June 23 and titled, “Letter of claim: Defamatory Words Contained In Your Online Publication Of 23 June Against Dr. Mohammed Kyari Dikwa and Demand For Immediate Retraction, Apology and Compensation”,  was addressed to the Editor/Managing Editor of the Peoples Gazette by Mr. Edwin Inegedu, counsel to Dr. Dikwa.

    Dr. Dikwa’s Counsel said, “Our client’s attention has been drawn to your recent online publication, by one Ahmed Oluwasanjo, on June 23, 2023, titled: “Exclusive: Scavengers cart away $4 million from $76 million cash haul stockpiled in Abuja apartment by NDIC manager, Aisha Odariko, ex-perm sec Mohammed Kyari” which is making the rounds on social media  platforms including WhatsApp. 

    “By your publication, which is widely circulated, you falsely and maliciously wrote and published defamatory words which referred to our client, which has caused him considerable distress and embarrassment”, he said. 

    Inegedu said, the allegations made against his client are false and that the online publication attack on the former Permanent Secretary was unjustified, malicious and callous adding that, the publication was made deliberately to bring his client to ridicule, hatred and ruins.

    “Despite that you know that there is no iota of truth in your prejudiced publication which smacks of sensationalism”, he said and pointed out that the only treasure Dr. Dikwa holds on to, is his impeccable character which he has built over the years and that, his rise to the position of a Permanent Secretary in the Federal Civil Service was predicated on his track record as evident in his selfless service to the nation and the public finance sector.

    The lawyer said, the publication which is injurious, did not only assault his client’s reputation but also  damaging, as several categories of people have been calling on him through personal visits, messages, e-mails, telephone etc, challenging him on account of the publication, which they all read. 

    The letter reads in parts, “Majorly, these persons are surprised that you alleged that our client has been involved in not only fraud and financial impropriety, but extra-marital liaison. No doubt, his professional integrity in the finance industry built over the years through dedicated hard work, and his private family life, has been besmirched.

    “You would agree that the said publication was wholly an attempt to disparage our client and bring him to public odium. Since the publication of the libelous story, our client has been subjected to unquantifiable psychological, emotional and physical trauma.

    “Our client is a well-respected elder statesman, a public finance expert and philanthropist, well known within and outside the boundaries of Nigeria for his dedication, hard work and unquestionable integrity in affairs bordering on public finance and accountability”, he said in the letter.

    Inegedu also said, it is the achievements of decades of industry and forthrightness of his client that the organisation tends to destroy overnight through a careless, prejudiced and one-sided publication.

    Apart from demanding a full and unequivocal public retraction and apology in terms to be approved by his lawyer, the former Permanent Secretary, also demanded for an undertaking not to repeat the allegations. 

    Inegedu gave the online platform a seven-day ultimatum to respond to the letter or be ready to face a legal action where-in his client shall claim exemplary damages in the sum of N10 billion for libel contained in the defamatory publication, an injunction restraining further publication in any manner whatsoever connected or related to the said or similar words defamatory to him, an order directing the retraction or cause to be retracted the said defamatory words in the same manner and form adopted in the publication of the defamatory words.

    The lawyer told the Editor of the Peoples Gazette that, if he fails to respond to the letter within seven days of receipt, he has the instructions of his client to file a legal action to also seek an order directing the online platform to tender an unreserved apology in at least three widely circulated national newspapers, and online media platforms, within 72 hours of the date of the delivery of judgment in the suit.

    The letter described Dr Dikwa as a personality who has distinguished himself in both public and private sectors over the last couple of decades and owing to his impeccable character and integrity, he was appointed the Federal Permanent Secretary, Special Duties, Federal Ministry of Finance in 2018, before his retirement in 2019.

    Stop inhuman, degrading torture, NCAT tasks IGP, DSS, others

    The Federal Government has tasked the Director General of the Department of State Services (DSS), Mr. Yusuf Magaji Bichi, Inspector General of Police (IGP), Kayode Egbetokun and other heads of security agencies to move against torture, cruelty, degrading and inhuman treatments.

    The Solicitor General of the Federation (SGF) and Permanent Secretary, Ministry of Justice, Mrs. Beatrice Jeddy-Agba, stated this on Monday in a welcome address at an event to commemorate the international day for Victims of Torture. 

    The SGF, who is also the chairman of the National Committee Against Torture (NCAT), noted that to eradicate torture in Nigeria behooves on the heads of various law enforcement agencies and relevant bodies to speak out against torture.

    “I wish to cease this opportunity to encourage our diligent Law Enforcement Agencies to continue to take measures in combating torture in all their detention centers. I admonish you to continue to give the NCAT necessary support whenever they reach out as every action taken by the Committee is with a view to rooting out torture and ensuring that Nigeria complies with its international obligations. 

    “We are indeed partners in this journey and the NCAT will take deliberate proactive steps to sensitize, engage and train our officers on prevention of torture”, she said.

    Represented by the Director of Public Prosecution (DPP), in the Ministry of Justice, Mr. Mohammed Babadoko, Jeddy-Agba said, steps have been taken by the federal government towards eradicating torture through the creation of the National Committee Against Torture, and assent to many international instruments against torture. 

    On his part, the Director General of the Legal Aid Council of Nigeria (LACON), Aliyu Abubakar in a goodwill message pointed out that for  torture to be eradicated the perpetrators have to be punished.

    According to the LACON boss, until those involved in acts of torture are brought to book to serve as deterrents to others, the situation would persist and assured on the Council’s commitment in providing free legal services to victims of torture  

    The Executive Director and founder of Prisoners Rehabilitation and Welfare Action (PRAWA),  Dr. Uju Agomoh, who delivered a paper on occasion called on the federal government to take steps that would stem any act leading to torture and degradation of human dignity.

    Agomoh in his paper titled, “International Obligations of Nigeria on Torture Prevention” said, there is the need to look critically at national preventive mechanisms as torture and degrading treatment does not qualify as preventive mechanism.

    She called for adequate funding of the National Preventive Mechanism as designated in the National Human Rights Commission as well as the National Committee against Torture.

    According to her, no reason can justify the use of torture during investigation and added that, “Let’s have a world without torture. We can do it with you and I”.

    The National Drug Law Enforcement Agency (NDLEA), Bauchi State Command, says that four farmlands located in various local government areas of the state were discovered and destroyed from August 2022 till date.

    NDLEA Commander in the state, Ali Aminu, stated this at a news briefing on Monday to mark the 2023 International Day Against Drugs and Substance Abuse and Illicit Drug Trafficking.

    The theme for this year’s celebration is: ‘People First; Stop Stigma and Discrimination, Strengthen Prevention’.

    “It is worthy to note that the command discovered and harvested a cannabis farm at Digari village in Alkaleri LGA, in conjunction with the 33 Artillery Nigeria Army, Bauchi.

    Other farms harvested were in Dafa Tuwo village in Darazo LGA, Tsangayan Njeri, in Ningi LGA and Giade town in Giade LGA,” he said.

    The commander said that the command also made a seizure of 1,289.2 kg of different classes of drugs within the period under review.

    He further stated that the command also arrested 372 drug offenders across the state.

    Aminu said that out of the number, 103 were prosecuted, with 31 pending in court, while 73 were counseled and rehabilitated.

    He appealed to stakeholders to continue to raise awareness on drug abuse and illicit trafficking in the state.

    Aminu appreciated the NDLEA chairman for repositioning the agency.

    While appreciating Governor Bala Mohammed for the support, he solicited for more logistics to enhance the operations of the men and officers of the command.

    The National Drug Law Enforcement Agency (NDLEA), Osun Command, says it has arrested 315 drug related offenders and seized a total of 4,776.38kg illicit drugs in the state from June 2022 to June 2023.

    Mr Nnadi Chidi, the State Commander of NDLEA, made the disclosure in a statement to mark the 2023 International Day Against Drug Abuse in Osogbo on Monday.

    Chidi stated that 3.3 hectares of Cannabis Sativa farm were also destroyed at Owena Area in Oriade Council area of the state during the period under review.

    “A total of 315 suspects, comprising 279 males and 36 females were arrested for drug related offences while the illicit drugs seized weighed 4,776.38644kg.

    “75 of the arrested suspects were counselled and reintegrated back to their families, while 70 suspects were successfully prosecuted and convicted.

    “The seized drugs included; 4,735.033kg Cannabis Sativa, 7.909kg Diazepam, 4.896kg Tramadol, 0.40956grms Methamphetamine, 0.413grms Rophynol, 160grms Benazine, 12.713kg Skushies, 0.011grms Molly, 1.8kg Codeine and 47grms Cocaine,” he said.

    Chidi explained that the International Day Against Drug Abuse is marked on every June 26 and that this year’s theme is “People First: Stop Stigma and Discrimination, Strengthen Prevention”.

    He said based on this year’s theme, the focus is on the need to be unbiased and not judgemental about drug users and drug dependent individuals, so as to hasten their recovery and attain the goal of a drug free society.

    “The aim of 2023 campaign is to raise awareness about the importance of treating people who use drugs with respect and empathy, offering alternatives to punishment, prioritizing prevention and leading with compassion,” Chidi said.

    The NDLEA boss charged Nigerians to eschew stigmatisation of drug users, saying discriminating against them discourages users from seeking help and making recovery difficult, which becomes a burden to the individual, family and society at large.

    He said the command has been actively engaging the public through its enlightenment and has recorded successes in its drug demand suppression advocacy, also known as (WADA – War Against Drug Abuse).

    “The command, through the WADA campaign, carries out rallies at market places, sensitisation in schools, work places, religious houses and communities, with the aimed at educating the people about drug abuse and prevailing consequences,” he said.

    He said NDLEA Headquarters in Abuja has established a drug abuse call centre to broaden access to treatment and rehabilitation.

    Gunmen kidnap 9 Enugu-bound passengers, kill 2, rob others

    Gunmen operating at Imo axis of the Enugu-Port Harcourt Expressway reportedly kidnapped nine Enugu-bound passengers, killed two and robbed others of their valuables.

    The victims, who hail from Amangwo Olokoro in Umuahia, were said to be travelling to Enugu on Saturday for a burial, when they were attacked by the unidentified hoodlums.

    Narrating their ordeal in Umuahia on Sunday, one of them, who identified himself simply as Francis, said their Sienna Bus was flagged down at gunpoint near the Arondizuogu Junction on the expressway.

    Francis (not real name) said that the vehicle was later diverted off the expressway to Arondizuogu Road in Imo, from where they were led into a hamlet far into the bush.

    He said: “I have never had this kind of experience in my life before.

    “We were travelling to Enugu for a burial and when we got close to Arondizuogu Junction, we saw a group of heavily armed men and they asked us to park.

    “One of us in the vehicle asked them ‘why do you ask us to park and pointing your guns at us, do you know who I am?’.

    “Then one of the hoodlums said, ‘now oga you will prove to us whom you are’. They ordered us out of the vehicle and asked us to sit on the ground and pull off our shirts with which they blindfolded us.

    “From there, they started beating the man that made the comment with machete,” Francis said.

    He said that when they got into the hamlet, residents “were watching us as if they are watching a video.

    “When we alighted from the vehicle, their leader asked about the man that made the comment and they pointed at him.

    “They brought him out, and barely three steps away from us, they shot him dead.

    “Another man with us, who saw what happened and attempted to escape was rushed and also shot dead,” Francis said.

    According to him, they seized the two corpses.

    He said that the hoodlums were not fewer than 50 in their hideout, with 20 of them heavily armed.

    “And the funniest part of it was that these men were speaking our own language.

    “They told us that Umuahia people are ‘sabo to them’, that they asked us not to vote in the last election and we went out to vote.

    “That they declared Mondays’ sit-at-home and we are not obeying them.

    “That any Umuahia person they got around here will get it hot.

    “Then they asked us to say our last prayers,” Francis said.

    He said that as they were praying, they were being moved into one of the three new Hummer Buses in the hideout and taken to where they eventually loaded them back into their Sienna Bus and led to the tarred road.

    “At that point they asked whether we can find our way out and we said no and they told the driver to go straight.

    “They said we should go and tell Umuahia people what we saw.

    “That was how we found ourselves back to Umuahia,” he said.

    Francis said that valuables collected from them, included cash and cell phones.

    Meanwhile, the deceased persons were identified as Chukwuemeka Nwachukwu, a pastor, who passed a comment after they were flagged down, and the Village Youth Leader, Ifeanyi Onwunkwe, who attempted to escape.

    A journalist from the community said on the condition of anonymity that “the sad incident has thrown the area into mourning”.

    Attempt made to get a confirmation of the attack from the Imo Police Public Relations Officer, ASP Henry Okoye, was unsuccessful as phone calls made to him failed to connect.

    However, a senior police officer at the Abia Police Command claimed to be aware of the incident but said that “formal entry” had yet to be made.

    “I am aware of the Saturday attack but you know the incident happened in Imo.

    “So, as we speak, nobody has made any formal entry here,” the source said.

    Former Governor of Zamfara State and Senator Abdulaziz Yari, representing Zamfara West Senatorial District, has donated N300 million to APC officials and supporters across the state.

    Yari announced the donation through the State Chairman of the party, Alhaji Tukur Danfulani, at the Senator’s residence in Talata Mafara during a meeting with the party stakeholders.

    Yari said the gesture was to assist the stakeholders and party supporters to celebrate Eid-el-Kabir with ease.

    According to him, the welfare packages are meant to reduce the economic hardships the people are facing.

    He urged APC supporters to pray for the success of their  leaders and party at all levels.

     Yari, who later addressed the party loyalists, thanked them for their support and loyalty during the concluded general elections in the country.

    Yari renewed his commitment to support the Tinubu administration in all aspects, especially in the fight against insecurity and other heinous crimes.

    He said: “What translated in the general poll and that of National Assembly elections was destiny that only geared up our political ambition.

    “We will therefore, continue to remain loyal to our party and the government to attract development.”

    Yari’s donation came few days after distributing 400 rams, 1000 cows to the supporters and another 500 rams to his neighbours in Talata Mafara Local Government Area of the state.

    Boat Mishap: Gov Otu indefinitely suspends activities at Marina Resort

    Cross River State Governor, Bassey Otu in further response to the cruise boat mishap involving 14 medical students at the Marina Resort on Saturday, has ordered the suspension of cruise operations and other activities at the resort.

    The order was given in a statement signed by Mr Emmanuel Ogbeche, Chief Press Secretary to the governor on Monday.

    The accident occurred on Saturday at about 3pm when it was ferrying 14 medical students from different tertiary institutions in the nation.

    The governor had earlier ordered an investigation into the incident in which  11 of the 14 students who were in Calabar for their Annual Health Week were rescued and three feared dead.

    ”All cruise operations and other activities at the Marina Resort is hereby suspended immediately until further notice.

    “Operators of cruise boats and management of the state’s Tourism Bureau are directed to attend a meeting in the office of the Secretary to the State Government on Tuesday, June 27, 2023.

    “Besides the cruise boat operations, the State Ministry of Transport is to immediately cross check the safety standards and conditions of all boats operating in Calabar waterways,” he said.

    The governor also appealed to the police to speed up their investigations of the fatal boat accident and prosecute those culpable.

    In an interview with newsmen, Ejim Egba, National President of the Nigeria Medical Students Association, (NiMSA) accused the management of the resort of negligence, incompetence and lackadaisical attitude.

    He said that the engine of the boat had gone off in the middle of the river and water started entering the boat which caused it to start sinking and finally capsized.

    “Factors that contributed to the mishap included a leaky boat, poor condition and integrity of the vests, poorly maintained engines resulting in the engine going off during the trip.

    ”Also, their was little or no supervision by Marina Resort management as well as poor regulation and monitoring”, Egba said.

    Some medical students had converged in Calabar, for the annual NIMSA Health Week and, as part of the activities, decided to visit the resort, where some embarked on a boat cruise.

    The Cross River State Government had said earlier that it would sanction officials of the Marina Resort found culpable of having compromised on safety standards over the cruise boat mishap.

    Nigerian Meteorological Agency (NiMet) has again predicted cloudiness and thunderstorms from Monday (today) to Wednesday across the country.

    NiMet’s weather outcome released on Sunday in Abuja anticipated cloudy atmosphere on Monday with intervals of sunshine over the Northern region with prospects of morning thunderstorms over parts of Taraba and Kebbi.

    According to the agency, there are prospects of thunderstorms over parts of Borno, Adamawa, Bauchi, Gombe, Kaduna, Taraba, Kano, Katsina, Zamfara and Kebbi later in the day.

    “Cloudy atmosphere is envisaged over the North central region with prospects of morning rains and drizzles over parts of the Federal Capital Territory, Kogi, Nasarawa and Benue.”

    NiMet also forecast thunderstorms and intermittent rains over most parts of the region later in the day.

    “Cloudy atmosphere is envisaged over the inland and coastal cities of the South with prospects of morning rains over parts of Ebonyi, Akwa Ibom and Cross River.

    “Intermittent rains are expected over the region during the afternoon to evening hours,“ it said.

    According to NiMet, sunny atmosphere with patches of clouds is expected over the northern region on Tuesday morning.

    It envisaged thunderstorms over parts of Adamawa, Taraba and Kaduna State later in the day.

    “Cloudy atmosphere with sunshine intervals is anticipated over the North central region with prospect of morning rains over parts of Niger, the Federal Capital Territory, Kogi, Benue and Kwara.

    “Later in the day, thunderstorms with intermittent rains are expected over parts of Plateau, Benue, Kogi, Kwara and Niger States.

    “Cloudy skies are expected over the inland and coastal cities of the South with prospects of morning rains over parts of Enugu, Imo, Abia, Akwa Ibom, Rivers, Bayelsa and Cross River,“ it added.

    Similarly, the agency anticipated intermittent rains across the region later the day.

    On Wednesday, NiMet predicted sunny skies with patches of clouds over the northern region with prospects of morning thunderstorms over parts of Borno, Yobe, Taraba and Adamawa.

    “Thunderstorms are expected over parts of Bauchi, Adamawa, Taraba, Katsina, Kano and Kaduna States during the afternoon and evening hours.

    “Cloudy atmosphere with sunshine intervals is anticipated over North central region in the morning hours with prospects of thunderstorms and intermittent rains over parts of Federal Capital Territory, Plateau, Kwara, Benue and Kogi state later in the day.

    “Cloudy skies are also expected over the inland and coastal cities of the South with prospects of moderate rains over parts of Akwa Ibom, Cross River, Rivers and Lagos states.“

    The agency envisaged intermittent rains over the region later in the day.

    According to NiMet, in areas where thunderstorms are expected, strong winds are likely to precede the rains and as such, trees, electric poles, unsecured objects and weak buildings may collapse.

    “So the public is advised to be cautious. Stay indoors especially during heavy rainfall to avoid being struck by lightning.

    “All Airline operators are advised to avail themselves of weather reports periodically from NiMet for effective planning in their operations.

    “Moderate to heavy rainfall could lead to flash flood. Public is advised to take necessary caution. Disaster risk managers, agencies and individuals should be proactive to avert loss of lives and property during rainy season,“ it said.

    Subsidy: Stop negotiations with NLC until you carry us along, Coalition tells FG

    Coalition of Civil Society Organisations (CSOs) on Sunday told the Federal Government to end all negotiations with the Nigeria Labour Congress (NLC) until they are carried along.

    According to a statement signed by Dr Basil Yelwa Musa and Malam Haruna Maigida, its convener and co-convener, in Abuja, any agreement the NLC reaches with the Federal Government without carrying them along would not be acceptable.

    The coalition, which comprises of 65 different organisations, added that any negotiation done in the absence of CSOs would only end up serving the interest of the NLC with just about 35.6 million workers, leaving out over 175.4 million Nigerians not captured.

    The CSOs raised concern about the proposed salary increment by NLC for the workers without factoring palliatives for the citizens in the informal sector.

    They said given that it is the CSOs that know the depth of hash conditions Nigerians are going through, they therefore called on the Federal Government to stop further negotiation with NLC until the CSOs are co-opted into it.

    They called on the Secretary to the Government of the Federation, Sen. George Akume and other key government officials involved in the negotiation to immediately draft the CSOs and other stakeholders to an all-encompassing discussion that will provide a lasting solution.

    They described as backstabbing, the turn of events when the NLC’s current leaders chose to hold meetings with the representatives of the Federal Government without them.

    They recalled that in the times past, CSOs were drafted into the struggle to protest when there were breaches of agreements with the Federal Government.

    They called on the Federal Government to investigate the discrepancies recorded in the subsidy figures during the last administration and the current one.

    “In the history of Nigeria, this is the first time, the fuel subsidy was removed with dare consequences as petroleum pump price surged to over 35 per cent with its attendant hike in food stuff and other commodities.

    “This, the CSOs viewed as unsustainable as Nigerians can no longer live their average life due to difficulties.

    “The coalition also called on the Federal Government to probe all fuel subsidy payments for the past years and ensure that all illegal payments are recovered for servicing of the country.

    “This becomes necessary as the latest figure showed a drastic reduction in the consumption of litres of fuel per day, after fuel subsidy was scrapped by President Bola Tinubu on May 29.

    “The coalition insists that it remains a mystery for litres of petrol consumption to have dropped from 66 million per day to 40 million.

    “Investigation into activities of fuel subsidies will reveal the threshold of scam that has been existing in the oil and gas industry for several years which Nigerians are interested to see further reasons the subsidy should be removed,” they said.
