Senate suspends democratic governance in Rivers State

Approves President Tinubu’s request for declaration of a state of emergency and 6-month suspension of the elected governor, deputy, state assembly

The Nigerian Senate has approved President Bola Tinubu’s declaration of a state of emergency in Rivers State.

Earlier this Thursday, the House of Representatives granted approval to the declaration of a state of emergency in Rivers State by the president.

This move also includes the suspension of Governor Siminalayi Fubara and his deputy from office.

With this approval, President Tinubu is now empowered to enforce emergency measures in the state, with provisions for a periodic review of the situation, not exceeding six months.

The announcement came after a closed-door session of the Senate on Thursday, which lasted over an hour.

Senate President Godswill Akpabio confirmed the decision, emphasizing that the approval grants the President the necessary authority to restore stability in Rivers State.

Akpabio stated that the Senate relied on its Orders 133, 134, 135, and 136 to pass the resolution.

Earlier, Akpabio disclosed that Tinubu had written the Senate a letter of proclamation on the six-month suspension he slammed on Fubara.

The letter read aloud at plenary by Akpabio said, “In compliance with the provisions of Section 305, Subsection 2 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, I hereby forward, for the Constitution of the Senate, copies of the official Gazette of the State of Emergency Proclamation 2025.

“The main features of the proclamation are as follows.

Meanwhile, immediately after the letter, Senator Seriake Dickson, PDP, Bayelsa West raised a point of Order 133 that has to do with having a closed-door session.

Meanwhile, political watchers and legal experts have called out the president for declaring a state of emergency in a situation where the preconditions stipulated in the 1999 Constitution of the FRN do not hold sway.

Most lawyers who spoke on the matter berated President Bola Tinubu who exercising a power he was never conferred with by the Constitution for suspending and elected governor of a state and the house of Assembly.

    • Secures NGN250 Billion in Pilot Fundraising, Fully Subscribes Series 2 Offer

The MOFI Real Estate Investment Fund (MREIF) has successfully completed its NGN250 billion pilot fundraising, marking a significant milestone in Nigeria’s housing finance sector.

The NGN100 billion Series 2 issuance was fully subscribed, reflecting strong private sector confidence in the fund’s structure and long-term potential.

The announcement was made in a statement by Sani Yakubu, Executive Director (Coordinator) of MREIF, confirming that institutional investors demonstrated robust demand for the offer.

MREIF has emerged as a credible, market-driven investment platform, backed by Aaa and AA ratings from Agusto and GCR, respectively.

The fund aims to bridge Nigeria’s housing finance gap by mobilizing capital into the sector.

Following MOFI’s sole investment in the NGN150 billion Series 1 offer, the full subscription of Series 2 highlights increasing private sector participation, positioning MREIF as a key player in unlocking long-term, low-cost mortgage financing at scale.

Wale Edun, Minister of Finance and Coordinating Minister of the Economy, described the successful closure of the pilot phase as a turning point for Nigeria’s housing sector.

“The full subscription of the Series 2 offer demonstrates the pent-up demand for structured, long-term housing finance and affirms the private sector’s confidence in MREIF as a sustainable investment vehicle,” Edun stated.

MREIF is designed to tackle housing supply and demand constraints by offering affordable mortgage financing with up to 20-year repayment tenors at interest rates as low as 12%.

A rate that is significantly lower than commercial rates and off-take guarantees for developers; and, unlocking financing for large-scale housing projects.

According to Dr. Armstrong Ume Takang, MD/CEO of MOFI, the fund is opening new investment opportunities in Nigeria’s housing sector.

“MREIF is unlocking new investment frontiers in Nigeria’s housing sector. This fully subscribed series demonstrates investor confidence in the fund structure and its long-term potential, which MOFI fully supports,” Takang said.

The coordinator also noted that with MREIF’s NGN1 trillion multi-tranche programme now in progress, future fundraising rounds will focus on increasing private sector participation and accelerating housing development, as the fund is structured to integrate with commercial banks, mortgage institutions, developers, and other financial players to expand access to housing finance.

He also noted that investor engagement opportunities are now open, and institutional partners are encouraged to participate in upcoming rounds.

The MOFI Real Estate Investment Fund (MREIF) is a Securities and Exchange Commission (SEC- approved) and regulated investment vehicle focused on expanding homeownership and strengthening Nigeria’s housing sector.

By combining public and private sector capital, MREIF seeks to improve housing affordability while driving economic growth.

With NGN250 billion already raised, the fund is a key driver of investment in long-term housing finance.

PDP governors urge Tinubu to reverse state of emergency in Rivers

In a measured response to the raging political inferno in Rivers State, PDP Governors’ Forum (PDPGF) has advised President Tinubu to reverse the state of emergency.

The Chairman, Gov. Bala Mohammed of Bauchi State, who made the call in a statement on Wednesday in Abuja, described the declaration of emergency rule in Rivers as unconstitutional.

Mohammed stated that it was illegal and  unacceptable for the president to suspend democratically elected officials of a state.

“The PDPGF has noted with concern the suspension of democratically elected officials in Rivers by the president. We state categorically that this is a threat to democracy.

“This is a premeditated attack on Rivers, the PDP and other opposition parties in the country. It is a great threat to democracy, and an ill wind that will blow no one any good.

“It is a dangerous course of action that will not only endanger our hard earned democracy, but deepen crisis in the country, ” the statement read in parts.

The PDPGF chairman further said that the president’s action would exacerbate the crises in the nation, deepen mistrust, elevate security threats, and destroy the economy.

In a related development, the Nigerian Bar Association (NBA) has described the emergency rule declaration in Rivers as unconstitutional.

The President, Mazi Afam Osigwe, said in a statement on Wednesday that declaration of emergency rule remained an extraordinary measure that must be invoked strictly within constitutional limits.

“The NBA affirms its commitment to upholding the constitution, defending democratic governance, and ensuring that the rule of law prevails in Nigeria.

“The removal of elected officials under the pretext of emergency rule is unconstitutional and unacceptable,” he said.

He urged Tinubu to reverse the declaration in the interest of democracy and the wellbeing of Rivers people.

Rivers Assembly issues impeachment notice to Gov, Deputy

The political crisis in Rivers State deepened this Monday as members of the State House of Assembly accused Governor Siminalayi Fubara of gross misconduct.

In a notice to be published in three national dailies, the 27 state assembly members, accused the governor of violating the Nigerian Constitution and his oath of office.

In a statement signed by multiple lawmakers, the assembly criticized the governor’s alleged disregard for constitutional provisions, citing a recent Supreme Court judgment in Suit No.: SC/CV/1174/2024, which condemned his actions.

In the judgement under reference, the apex court ruled that “the 8th respondent’s fear of impeachment by the House of Assembly is no justification for his attacks on the House, the Constitution, the Government of Rivers State, and the rule of law.”

The ruling further stated that political disagreements should not justify unconstitutional actions by a sitting governor.

The statement was endorsed by several lawmakers, including: Rt. Hon. Dumle Mao (Gokana Constituency), Hon. Major Jack (Akuku-Toru Constituency), Hon. Linda Somiari Stewart (Okrika Constituency), Hon. Franklin Uchenna Nwabochiie (Ogba/Egbema/Ndoni Constituency), Hon. Christopher Ofiks Kagbang (Andoni Constituency) and Hon. Azeru Opara.

The lawmakers declared that Governor Fubara’s actions have weakened governance in the state and called for accountability.

Deputy Governor Served Notice of Allegations of Gross Misconduct

Meanwhile, the Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Chike Amaewhule, officially forwarded a notice of allegations of gross misconduct to the Deputy Governor, Prof. Ngozi Nma Odu.

The notice, dated March 14, 2025, was signed by 26 lawmakers, meeting the constitutional requirement of, at least one-third of the Assembly’s membership, to initiate impeachment proceedings.

In his letter to the Deputy Governor, Speaker Amaewhule referenced Section 188 (1) and (2) of the 1999 Constitution (as amended), stating that the allegations must be responded to within 14 days.

The letter further reminded the Deputy Governor of Section 188(3), which requires the House to decide by motion whether the allegations should be investigated, regardless of whether a defense is submitted.

The latest development signals an escalating power struggle within the Rivers State government, with implications for governance and political stability in the state.

  • Amid Natasha controversy, Senate reaffirms confidence in Akpabio

Amid Natasha controversy, Senate reaffirms confidence in Akpabio

Senate on Thursday passed a vote of confidence in Senate President Godswill Akpabio, reaffirming its support for his leadership.

This vote is coming on the heels of the controversy surrounding the suspension of Senator Natasha Akpoti-Uduaghan over allegations of misconduct.

During Thursday’s plenary, the Senate Leader, Senator Opeyemi Bamidele, moved the motion, which was seconded by the Deputy Senate Minority Leader, Senator Olalere Oyewumi.

The lawmakers overwhelmingly backed Akpabio, emphasizing their commitment to upholding parliamentary rules and procedures.

Bamidele clarified that the Senate had not received any formal allegations of sexual harassment against Akpabio between August 2023 and the present.

He stated that the issue referred to the Senate Committee on Ethics was unrelated to such claims.

According to him, the Senate’s actions are guided strictly by constitutional provisions and not personal grievances.

“The Nigerian Constitution, under Section 60, grants Parliament the authority to regulate its own procedures. The Senate operates within these legal frameworks, ensuring due process and order,” Bamidele stated.

He further acknowledged the public’s right to scrutinize government actions but emphasized that governance must adhere to established protocols for effective service delivery.

Deputy Senate President, Senator Barau Jibrin, who presided over the session, put the confidence motion to a vote, with the majority of senators endorsing it.

The vote comes amid ongoing public debate over Senator Akpoti-Uduaghan’s suspension following her allegations against Akpabio. However, the Senate leadership insists its decisions are based on parliamentary ethics and constitutional guidelines.

Similarly, the complaint filed by Senator Natasha Akpoti-Uduaghan at the United Nations Inter-Parliamentary Conference in New York, has continued to raise dust as the Nigerian Senate has defended its decision to suspend the lawmaker representing Kogi Central.

The Senate insisted that it was due to “gross misconduct” and not her sexual harassment allegation against Senate President Godswill Akpabio that led to her suspension.

Recall that while addressing the United Nations Inter-Parliamentary Conference, Natasha alleged injustice and harassment from the powers that be in the Senate.

Moreover, following her presentation, the IPU assured her that it would take necessary steps to address her grievances but stressed the need to also hear the other side before making any official pronouncement.

However, the Nigerian Senate has responded to Senator Natasha’s complaint to the IPU through a letter written by the Senate Leader, Senator Opeyemi Bamidele.

The letter was read by the Chairperson of the House of Representatives committee on Women Affairs and Social Development, Honorable Kafilat Ogbara, who is attending the event in an official capacity representing Nigeria.

The Senate letter reads, “Senator Natasha-Akpoti-Uduaghan was suspended for gross misconduct and unruly behaviour and not as a result of allegation of sexual harassment or assault.

“The authority of the Senate of the Federal Republic of Nigeria firmly refutes the deliberate misinformation and false narrative being circulated by certain media organisations regarding the sixth months suspension of Senator Natsaha-Akpoti-Uduaghan.

“Let it be unequivocally stated that Uduaghan was suspended solely for her persistent act of misconduct and disregard for the Senate Standing Orders.”

Honourable Ogbara called for a holistic investigation into the allegation by Senator Natasha against the Senator President, Godswill Akpabio.

She maintained that procedures and necessary actions under the Senate rules were observed before Senator Natasha’s suspension.

Last week, the Senate suspended the lawmaker in a move that has continued to generate debates across the country.

She had initially submitted a petition to the Senate accusing Akpabio of sexual harassment. But the lawmakers threw it out before suspending her even after submitting another petition.

Senator Natasha vowed to continue the fight against “injustice”. But in the wake of the suspension, Akpabio denied the accusations and maintained he has never assaulted women.

Recall that the Natasha face-off with the Senate president started on February 20, 2025, after her seat was changed during plenary

He also commended Hon. Zainab Gimba, who recently completed her tenure as Chairperson of the Commonwealth Women Parliamentarians (CWP).

The Speaker reiterated the National Assembly’s support for recognizing the CPA as an international organization rather than a UK-registered charity, noting that a bill to that effect has already passed in the UK House of Commons.

He urged the youth to embrace teamwork and innovation, describing them as agents of positive change in Nigeria and the broader Commonwealth.

As part of the observance, Elder Godwin Okon Ekpenyong, Secretary, Directorate of Inter-Parliamentary Relations and Protocol, delivered the King’s Commonwealth Day Message 2025, originally published on March 9.

The message reflected on the 80th anniversary of the end of World War II, paying tribute to the 1.5 million Commonwealth soldiers who fought for global peace.

The King emphasized the importance of international cooperation in promoting peace, human rights, and environmental sustainability.

“In these uncertain times, the Commonwealth remains a unique platform where nations—large and small, young and old—come together as one family. Our greatest strength lies in our unity and shared responsibility for a better future,” the message read.

The 2025 Commonwealth Day observance at the National Assembly reaffirmed Nigeria’s commitment to democratic governance, global cooperation, and youth empowerment.

With strong parliamentary engagement, calls for unity, and a renewed focus on mentorship, the event embodied the spirit of “Together We Thrive,” inspiring a future built on shared progress and inclusivity.

Alleged Boko Haram funding: Senate moves to investigate USAID

The Nigerian Senate is set to investigate claims that the United States Agency for International Development (USAID) has been funding Boko Haram.

The allegation was made by a U.S. lawmaker, Perry Scott.

During a plenary session on February 19, 2025, Senate President Godswill Akpabio stated that if the accusations are true, USAID would not be allowed to continue operating in Nigeria.

He stressed the need for a thorough investigation before taking any action.

The Senate has summoned top security officials, including the heads of the National Intelligence Agency (NIA), the Defence Intelligence Agency (DIA), the Department of State Services (DSS), and the National Security Adviser (NSA), to provide clarity on the matter.

The investigation was triggered by a motion from Senator Mohammed Ali Ndume, representing Borno South, who urged the Senate to take the matter seriously due to the impact of terrorism in Nigeria.

Senator Abdul Ningi suggested that security officials should first brief the Senate behind closed doors before any public discussions.

Police Deny reports of missing 3,907 firearms

The Nigeria Police Force (NPF) has strongly refuted claims that 3,907 firearms are missing from its armouries’.

The Force Headquarters described the allegations as misleading and based on outdated records.

In a statement on Thursday, the police acknowledged past challenges, including attacks on armouries during civil unrest, leading to the loss of some weapons.

However, they confirmed that efforts have been made to recover and account for them.

The police clarified that the claim originated from a 2019 audit report by the Office of the Auditor-General of the Federation.

The report mentioned unaccounted firearms, not missing ones.

The Force explained that during audits, some weapons may not be in the armoury because they are in use by officers on duty.

Additionally, the police stated that internal audits are conducted regularly to track firearms, and no significant discrepancies have been recorded.

The Force assured the public of its commitment to transparency and accountability while urging media outlets to verify information before publication.

A Senate Committee on Public Accounts is set to review the issue further in a hearing scheduled for February 17, 2025.
